The increasing complexity of educational institutions, together with the social, political, technological, and cultural transformations affecting contemporary education, has significantly expanded the responsibilities assigned to pedagogical supervisors. In this context, their role has evolved beyond traditional administrative control to become a strategic form of educational leadership, fostering continuing teacher education, professional development, and democratic school management. This study aims to analyze the leadership exercised by pedagogical supervisors in promoting teachers' continuing education and to examine its contributions to pedagogical improvement and institutional development. A qualitative approach was adopted through bibliographical and documentary research, based on a critical review of national and international literature concerning pedagogical supervision, educational leadership, professional teacher development, and school management, combined with the analysis of Brazilian educational legislation. The theoretical framework draws upon the contributions of Paulo Freire, José Carlos Libâneo, Heloísa Lück, Vitor Henrique Paro, Dermeval Saviani, António Nóvoa, Maurice Tardif, Isabel Alarcão, Francisco Imbernón, Michael Fullan, Andy Hargreaves, Selma Garrido Pimenta, and Maria da Graça Nicoletti Mizukami. The findings indicate that pedagogical leadership plays a decisive role in promoting organizational learning, collaborative school cultures, and democratic management, while fostering continuous critical reflection on teaching practices. The study concludes that strengthening pedagogical supervision is essential to improving the social quality of education, provided that public policies support professional autonomy, specialized training, and adequate institutional conditions for effective educational leadership.

This study aims to analyze administration and leadership within the school context, emphasizing the strategic role of the school manager in the consolidation of collaborative environments, in light of the contributions of educational legislation to the implementation of participatory management. It is based on the understanding that contemporary school management must be grounded in democratic, legal, and ethical principles, as established by the Brazilian Federal Constitution of 1988, the National Education Guidelines and Framework Law, and other regulations governing the Brazilian educational system. The research is characterized as a bibliographic study, drawing on theoretical contributions from the fields of educational management and Educational Law, as well as on the analysis of relevant legal provisions. The results demonstrate that leadership exercised in a participatory manner, supported by legal frameworks, fosters the strengthening of institutional relationships, the improvement of the organizational climate, and the promotion of more inclusive and collaborative educational practices. It is concluded that the performance of the school manager, guided by legal foundations and democratic, dialogical leadership practices, constitutes an essential element in promoting school environments committed to educational quality and civic education.
