Implementasi Kebijakan Pengembangan Kompetensi Aparatur Sipil Negara di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kota Medan

This research is motivated by the importance of developing State Civil Apparatus (ASN) competencies as a strategic government effort to enhance apparatus professionalism and public service quality pursuant to Government Regulation Number 17 of 2020 through the Medan City Personnel and Human Resources Development Agency (BKPSDM). This study aims to analyze and describe the implementation of this policy using George C. Edwards III's model, which encompasses aspects of communication, resources, disposition, and bureaucratic structure. The research employs a descriptive qualitative approach with data collection techniques consisting of observation, in-depth interviews, and documentation. Informants were selected purposively, including officials from the Personnel and Human Resources Development Agency of Medan City. Data were analyzed using the interactive model by Miles and Huberman, comprising data reduction, data display, and conclusion drawing. The results show that regarding the communication indicator, the distribution of training information remains uneven because it frequently stalls at the internal personnel management level of regional apparatuses. Under the resources indicator, budget constraints necessitate efficiency through online training methods, compounded by the absence of an independent training center building and an integrated competency needs blueprint. Regarding the disposition indicator, ASN motivation has increased due to the IP ASN assessment; however, firm sanctions are not yet in place for those who neglect the minimum obligation of 20 lesson hours per year. Finally, concerning the bureaucratic structure indicator, while the registration system has been digitalized through SIMPEG, the quality control function through post-training evaluation remains weak and is not conducted periodically.
