Theoretical and Practical Issues in Enhancing the Effectiveness of Digital Transformation Policy Implementation in the Cultural Sector to Expand the Public’s Access to Cultural Services
This article analyzes several theoretical and practical issues involved in enhancing the effectiveness of digital transformation policy implementation in the cultural sector in order to expand the public’s access to cultural services. Drawing on approaches from public policy, digital transformation, cultural services, and the right of access to culture, the article argues that digital transformation in the cultural sector is not merely a matter of digitizing resources or building technical platforms, but a process of renewing governance methods, service provision, and interaction with the public. The article identifies major practical issues, including a predominantly technology-centred understanding of digital transformation, fragmented cultural data, insufficiently user-friendly platforms, uneven implementation capacity, the digital divide, copyright concerns, data ethics, and the absence of citizen-centred evaluation mechanisms. On this basis, the article proposes several policy implications for improving institutions, developing digital cultural data and platforms, strengthening implementation capacity, narrowing the digital divide, and ensuring fair, convenient, and inclusive access to cultural services.
