We introduce Active Model H$^{-}$, a scalar phase-field model of non-equilibrium phase separation in the overdamped hydrodynamic limit, and show that it produces filamentous networks with enhanced connections and arrested coarsening, a morphology not observed in existing scalar active field theories.
