A novel forecast framework integrating improved complete ensemble empirical mode decomposition with adaptive noise, sample entropy reconstruction, a Transformer bidirectional long- short term memory (Transformer-BiLSTM) hybrid neural network, and the RIME optimization algorithm is proposed.
