NGHIÊN CỨU THIẾT BỊ CỨU TRỢ ĐA NĂNG CHO NGƯỜI DÂN VÙNG LŨ TẠI VIỆT NAM
Gia tăng rủi ro ngập lụt do biến đổi khí hậu và đô thị hóa đòi hỏi các giải pháp tăng cường năng lực tự ứng phó ở cấp hộ gia đình. Nghiên cứu này nhằm đề xuất và đánh giá một mô hình thuyền phao cứu hộ bán tự động tích hợp bơm điện, đèn LED cảnh báo và hệ thống định vị, hướng tới hỗ trợ ứng phó trong giai đoạn khẩn cấp ban đầu. Thiết kế nghiên cứu sử dụng khảo sát định lượng mô tả kết hợp phân tích nội dung định tính, với 90 quan sát hợp lệ từ các cá nhân từng chịu ảnh hưởng bởi lũ lụt. Dữ liệu được phân tích bằng thống kê mô tả cùng Chỉ số đồng thuận (AI) và Chỉ số sẵn sàng ứng dụng (ARI). Kết quả cho thấy mức đồng thuận tương đối cao về tính cần thiết và an toàn của thiết bị; ARI tiệm cận mức “rất sẵn sàng”. Nghiên cứu cung cấp bằng chứng thực nghiệm cho phát triển thiết bị cứu sinh chi phí phù hợp, góp phần củng cố cách tiếp cận thích ứng thiên tai dựa vào cộng đồng.AbstractThe increasing risk of flooding driven by climate change and rapid urbanization necessitates solutions that enhance household-level adaptive capacity. This study proposes and evaluates a semi-automatic inflatable rescue boat integrated with an electric pump, LED warning lights, and a GPS positioning system to support emergency response during the initial critical phase of flooding. A descriptive quantitative survey combined with qualitative content analysis was employed, based on 90 valid responses from individuals previously affected by floods. Data were analyzed using descriptive statistics, the Agreement Index (AI), and the Adoption Readiness Index (ARI). Results indicate a relatively high level of agreement regarding the device’s necessity and safety, with the ARI approaching the “very ready” threshold. The findings provide empirical evidence for the development of cost-appropriate personal rescue devices and contribute to advancing community-based disaster adaptation strategies.Keywords: Flooding; Household rescue device; Semi-automatic inflatable boat; Resilience; Adoption Readiness Index; Community-based adaptation.
