Abstract
Cloud-based human resource management (cloud-HRM) systems have shifted HR applications, employee data, processes, and analysis from on-premise infrastructure to service platforms accessible via the internet. However, the evidence is fragmented, with evidence found in cloud computing, HR information systems, electronic HRM, digital HRM and people analytics, and it is unclear when the adoption results in sustained value for the organization. This review clarifies the concept of cloud-HRM, outlines the conditions for implementing it, analyzes the challenges and advantages, maps the industrial applications, and incorporates security, privacy, compliance and emerging-technology concerns. A structured integrative review was conducted, which included 53 scholarly and normative sources, with a focus on those published in the last five years (2021-2025) and some foundational and regulatory documents. Evidence was coded in the technological, organizational, people-related, environmental, outcome and governance dimensions. As the synthesis demonstrates, the most consistent gains are operational: process automation, remote accessibility, employee self-service, scalable capacity and improved data availability. Relational and transformational gains such as employee trust, better decisions, strategic workforce planning and organizational agility are not automatic, and rely on data quality, interoperability, leadership support, digital capability, change management and vendor governance. Security, privacy, and regulatory controls are not just a peripheral safeguard, but form the basis of trust, system usage, and value realization. There are also material differences in industrial applications: regulated industries focus on auditability and access control, labor-intensive industries focus on high volume hiring and scheduling, and knowledge-intensive industries rely more on skills intelligence and analytics. This study reviews how businesses in Kenya manage data in cloud systems, examining the challenges and opportunities they face. The research used the PRISMA methodology to analyze academic literature from 2011 to 2026, drawing on Google Scholar, the ACM Digital Library, and IEEE Xplore. It also considered policy documents from Kenyan regulatory bodies to contextualize the findings. Guided by the Technology-Organization-Environment (TOE) framework, the review focused on four main areas: cloud adoption and data management, challenges in cloud data management, opportunities for improvement and digital transformation, and regulatory and governance issues. The results show that while Kenyan businesses are adopting cloud computing, they still face cybersecurity risks, limited ICT infrastructure, a shortage of skilled workers, regulatory uncertainty, and concerns about data sovereignty and privacy. The study also found that Kenya’s Data Protection Act (2019) and related ICT policies have had a strong impact on how organizations manage their data.

Cloud computing has become a key technology that enables Small and Medium Enterprises (SMEs) to improve operational efficiency, reduce infrastructure costs, enhance business agility, and support digital transformation. By providing on-demand access to computing resources, storage, software, and networking services, cloud computing allows SMEs to adopt advanced technologies without significant capital investment. Despite its benefits, cloud adoption is influenced by several technological, organizational, environmental, financial, and security-related factors. Challenges such as data privacy, cybersecurity risks, regulatory compliance, vendor lock-in, and limited technical expertise often affect adoption decisions. This study examines the critical factors influencing cloud computing adoption using a framework based on technological, organizational, and environmental dimensions. It also considers major cloud deployment models and service models, including IaaS, PaaS, and SaaS. The findings indicate that cloud computing improves scalability, resource utilization, collaboration, business continuity, and decision-making while reducing operational and maintenance costs. However, successful implementation requires effective security measures, employee training, organizational readiness, and reliable cloud service providers. The study provides valuable insights for researchers, policymakers, technology vendors, and business managers to support effective cloud adoption and enhance the digital competitiveness and sustainable growth of SMEs.

The rapid growth of cloud computing and artificial intelligence (AI) has transformed enterprise operations, enabling scalability, automation, and advanced predictive capabilities. However, their convergence introduces complex and interdependent risks, including data breaches, service disruptions, regulatory challenges, and AI-specific concerns such as bias, lack of explainability, and ethical implications. This narrative review synthesizes current literature on risk management frameworks for cloud and AI systems to identify key similarities, differences, and integration opportunities. A structured search of IEEE Xplore, Scopus, and Web of Science was conducted to select high-quality peer-reviewed studies based on methodological rigor, framework comprehensiveness, and relevance to cloud-AI environments. Comparative analysis shows that established cloud frameworks such as NIST RMF, ISO/IEC 27001, and the CSA Cloud Controls Matrix effectively address security, operational, and compliance risks. In contrast, AI-focused frameworks, including ISO/IEC TR 24028, NIST AI RMF, and EU AI guidelines, primarily target governance, ethical, and model-specific risks. Despite these advances, significant gaps remain in unified risk management approaches for hybrid cloud–AI systems, particularly in harmonizing security, compliance, and explainability metrics. To address this, this study proposes the Unified Adaptive Cloud Resilience Framework (UACRF), an integrated risk management model that unifies cloud security, operational risk, AI governance, and model lifecycle risks into a single adaptive framework that combines the strengths of both domains, enabling more adaptive, scalable, and ethically aligned risk mitigation. Unlike existing frameworks that treat cloud and AI risks independently, UACRF provides a unified cross-domain architecture for managing hybrid cloud-AI risk environments. This study also offers actionable insights for the development of resilient, trustworthy, and compliant AI-cloud systems in high-stakes environments.

Cloud computing has transformed business operations by providing scalable, flexible, and cost-effective solutions. Cloud-Based Financial Management Systems (CFMS) enhance accounting, budgeting, auditing, compliance, and real-time reporting while overcoming the limitations of traditional financial systems, such as high infrastructure costs, restricted accessibility, and complex maintenance. By integrating accounting, ERP, payroll, taxation, procurement, and business intelligence functions into a unified platform, cloud solutions improve organizational efficiency, transparency, and collaboration. Features such as automated workflows, secure remote access, disaster recovery, and data backup support business continuity and operational effectiveness. Advanced technologies including virtualization, big data analytics, and machine learning further enable predictive financial insights and strategic decision-making. Despite benefits, challenges such as security risks, privacy concerns, regulatory compliance, vendor dependency, and integration issues remain. This study reviews the architecture, deployment models, security mechanisms, benefits, and challenges of cloud financial management systems, while proposing a conceptual framework to improve financial process automation. The findings indicate that cloud adoption significantly enhances cost optimization, data accessibility, transaction efficiency, and decision support, making cloud computing a key driver of digital financial transformation and enterprise sustainability.

This paper examines the key challenges in the development of automated accounting information systems (AISBU), systematizing and revealing the key advantages and disadvantages of modern AIS BU. Some ways to overcome existing problems and shortcomings of AIS BU are substantiated. The relevance of research into cloud-based digital information technologies, which are gaining momentum in the Russian IT space, is noted. The significant disadvantages, advantages, and challenges of implementing cloud technologies in business management, accounting, and financial reporting for enterprises and organizations are thoroughly examined and analyzed. It is emphasized that despite some concerns among cloud technology users, including insufficient security of confidential information, mistrust of internet providers, and other shortcomings, cloud technologies are incomparable in their advantages, particularly in terms of reducing the costs of creating and maintaining automated information systems, which is extremely important and attractive for small and medium-sized businesses. The analysis of cloud digital technology development trends reveals that many users face specific challenges, primarily non-systemic, local, and enterprise-specific, which hinder the transition to cloud accounting systems. This suggests that cloud accounting systems have a prospective future and will eventually replace traditional automated accounting information systems.
The article also addresses the development of cloud technologies from 1C, noting that the widespread use of their accounting automation software, the availability of cloud options, their quick and seamless adaptability, and the low cost of transitioning to cloud technologies make 1C's cloud internet technologies unrivaled, particularly those aimed at small businesses.
