Analysis of the Relationship Between WBS, SOP, BIM, LS, and IS for Dam Maintenance

Abstract

Dams are critical national infrastructure assets that the Indonesian government has developed extensively over the past decade to improve water security and mitigate the impacts of drought and extreme weather events. This large-scale development has created increasing demands for effective and sustainable dam maintenance. At present, dam maintenance activities have not been systematically implemented using a Work Breakdown Structure (WBS)-based approach. Ideally, maintenance performance should be optimized by first identifying the complete scope of maintenance components and then developing maintenance guidelines and Standard Operating Procedures (SOPs) for each identified component. These WBS-based maintenance procedures and guidelines can subsequently be integrated into a maintenance management model using Building Information Modeling (BIM). To support real-time monitoring and inspection, laser scanning (LS) technology can be integrated with BIM and information systems (IS). This study forms part of the development of an electronic dam maintenance (e-maintenance) system by examining the relationships among the key components of the proposed framework, namely WBS, Standard Operating Procedures (SOPs), BIM, laser scanning (LS), and information systems (IS), and their influence on improving dam maintenance performance. Multiple regression analysis, followed by expert validation, was employed to evaluate the significance of these variables in the proposed dam maintenance system. The results indicate strong relationships among the variables, with correlation coefficients ranging from 0.714 to 0.822. Among the variables, WBS exhibited the strongest influence on dam maintenance performance, with the highest standardized regression coefficient (b = 0.237), whereas the remaining variables produced coefficients ranging from 0.048 to 0.173.

Operation and maintenance (O&M) of government structures play a critical role in ensuring the longevity, safety, and functionality of public infrastructure. This thesis focuses on the current scenario of O&M practices employed by the Central Public Works Department (CPWD) in India, with an emphasis on both modern government buildings and ancient heritage structures maintained jointly with the Archaeological Survey of India (ASI). Through analysis of maintenance cost trends, operation frameworks, and case studies of key landmarks such as Rashtrapati Bhavan, Parliament House, and Red Fort, this study identifies challenges and opportunities in the existing O&M systems. The integration of emerging technologies like Building Information Modeling (BIM), Internet of Things (IoT), and Artificial Intelligence (AI) is explored for their potential to improve preventive and predictive maintenance. Recommendations for policy reforms, capacity building, and sustainable practices are provided to guide future perspectives in government infrastructure management. The findings of this research aim to contribute to more efficient and resilient operation and maintenance strategies that preserve India’s architectural heritage while advancing modern infrastructure sustainability. Development of a BIM-Based Life Cycle Assessment Framework for Structural Systems

Life Cycle Assessment (LCA), as a powerful environmental management tool, is important for the construction of sustainable built environments. Due to its comprehensive, integrated, and systematic structure, application and process optimization have become increasingly important for LCA, and Building Information Modeling (BIM) has emerged as a significant approach for optimizing LCA processes, particularly in terms of data management. This study focuses on a BIM & LCA integration with a principled approach and data quality focus, and proposes a framework based on BIM principles and the LCA system boundaries (EN 15978). The proposed framework was analyzed and evaluated for alternative scenarios. The findings demonstrated that BIM principles supported information management and optimized LCA processes in line with digital inventory creation and parametric modeling features. Studies presenting a framework for BIM–LCA integration in structural systems are limited, and this subject can often be reduced to software integration. In this respect, the study aims to contribute to the gap in the literature and the proposed approach provides a guide to support environmental decision systems.

BIM-based computerised model for IBS building maintenance management in Malaysia

Currently, maintenance management has become the subject of an increasing number of research and development efforts. The main objective of the present research was to examine the problems of maintenance management under the conventional maintenance process and the implementation of maintenance information and communication technology (ICT). The research focused on the maintenance of Industrialised Building System (IBS) buildings in Malaysia, with the objective of providing a new system for multi-system structures and facilities operating in a dynamic environment. This paper aims to identify how IBS building maintenance environments could integrate a computerised model (CM) within their processes. This paper describes the last three stages of the research: the establishment of key problem areas, the implementation elements of good practice and the requirements for integrating maintenance management processes and information database in the maintenance management system. A comprehensive case study of the existing conventional method used, and the main features of ICT tools and techniques currently being employed on such IBS building projects is carried out. These findings are synthesised into a conceptual framework for integrating CM through the Building Information Modelling (BIM) process. Three key problem areas were evaluated, as follows: the defect assessment, the defect diagnosis and the defect planning and execution. This paper illustrates a case study in which the three developed processes were implemented in practice. Characteristics of the case study IBS building are presented and analysed. Finally, the conclusions and recommendations drawn from the analysis of the IBS building case study are discussed, synthesised and deliberated upon. The approach presented in this paper implements CM aspects to facilitate an improved maintenance process of the factors affecting the execution of IBS building maintenance activities. This paper highlights the new approaches for CM research to integrate maintenance assessment, diagnosis, planning and execution in IBS building maintenance environments effectively. The industry practitioners could use this BIM model to manage the complicated IBS building maintenance process (such as building diagnosis) to achieve the best production of maintenance information.

An Integrated IPMS–MAFMA Framework for Improving the Operational Efficiency of Clean Water Distribution Pump Systems

PT. XYZ is a local government-owned company responsible for providing clean water services to the residents of Surabaya. To ensure reliable water distribution, the company must maintain high operational performance of its distribution pump system. However, operational activities are frequently disrupted by equipment failures and inadequate maintenance practices, resulting in reduced efficiency and service reliability. This study aims to improve operational performance and minimize machine failures by integrating the Integrated Performance Measurement System (IPMS) and Multi-Attribute Failure Mode Analysis (MAFMA) at the Central Distribution Pump House. The IPMS method was employed to identify and prioritize Key Performance Indicators (KPIs) requiring performance improvement based on their relative weights. Subsequently, the MAFMA method was applied to identify potential failure modes, evaluate associated risks, and determine appropriate corrective actions. The results indicate that KPI 9, namely the completion of non-routine maintenance work, obtained the highest priority weight of 0.174, indicating that it should be the primary focus for performance improvement. Furthermore, the MAFMA analysis identified a damaged foot valve as the most critical failure mode, with the highest Risk Priority Number (RPN) of 168. Based on these findings, the proposed improvements include developing contingency plans to manage unexpected priority changes and implementing routine inspection and cleaning of pump components every two days to reduce the likelihood of equipment failure. The integration of IPMS and MAFMA provides a systematic approach for enhancing maintenance performance, improving operational reliability, and supporting sustainable clean water services.

Deterioration and optimisation maintenance models application for digitalisation of management in rail infrastructures

This document proposes a methodology for enhancing the scheduling of maintenance activities for railway infrastructure using deterioration and optimisation models. The approach combines a deterioration model with a semi-Markov model through the degradation variable (Weibull distribution). The objective is to determine the optimal risk level that triggers maintenance interventions to achieve the most significant economic benefits. The creation of digital twins for both assets and infrastructures facilitates the use of real-time operational data and enables the implementation of analytical models to support maintenance decision-making. Organisations identify and collect relevant asset data, convert this data into model inputs and subsequently use the model outputs to evaluate and select the most advantageous maintenance strategies. This methodology advances current railway decision-support systems for preventive maintenance, transitioning from a traditional table-based approach (subjectively defined risk levels) to an objective method that identifies the risk level which triggers the maintenance intervention based on economic factors. The model can be applied to a wide range of railway assets and is designed to be integrated into a digital twin system. A case study demonstrates its application to the management of track sections. The paper highlights the critical role of data-driven approaches in achieving economically efficient maintenance strategies, while also acknowledging that other key factors in the railway sector, such as safety and transport efficiency, complement these benefits.
