Abstract
The accelerating deployment of artificial intelligence (AI) across public and private life has outpaced the moral vocabularies available to evaluate it. Prevailing AI-ethics frameworks, articulated largely within Western traditions, converge on principles such as fairness, transparency, and accountability, yet remain thin on the spiritual and communal dimensions of moral judgement in Muslim societies. This study asks how maqāṣid al-sharīʿah, the higher objectives of Islamic law, may be operationalised as an evaluative instrument for AI governance rather than a declarative ideal. Employing qualitative library research, the study analyses primary Islamic sources alongside peer-reviewed scholarship from 2021 to 2026 through content analysis and philosophical-normative reasoning. The analysis maps four recurring problems (the erosion of privacy, algorithmic bias, opacity and diffuse accountability, and the attrition of human moral agency) and evaluates each against the five essential objectives (al-ḍarūriyyāt al-khams). The resulting framework translates every objective into governance criteria and correlates them with globally recognised AI principles, yielding an eleven-criterion instrument together with an ordering rationale for cases of value conflict. Concerns regarding ethical issues, such as algorithmic fairness, accountability, transparency, and the preservation of human dignity, have increased due to the fast integration of artificial intelligence (AI) into a variety of global sectors. Principles like safety, explainability, and regulatory compliance are given top priority in many of the current global AI governance frameworks. The sociocultural, historical, and communal dynamics that are common in African communities may not be sufficiently accommodated by these methods, which are frequently drawn from Western intellectual traditions. The potential of situational ethics, specifically, Joseph Fletcher's agape-focused framework, as a further lens for evaluating AI systems in African contexts is examined in this research. Employing the hermeneutic method of inquiry, the topic illustrates how situational ethics’ fundamental components: pragmatism, relativism, positivism, and personalism, can promote context-sensitive assessments of AI through conceptual analysis. This viewpoint emphasizes human and communal well-being over rigid regulations, placing agape (selfless, other-oriented love) as the paramount norm. It provides a way to align AI deployment with African relational and communitarian values, such as those embodied in the Ubuntu philosophy of relationality. This paper suggests that Fletcher’s agapeic framework may solve epistemic inequities in global AI discourse and fosters inclusive technology growth by fusing situational ethics with traditional African philosophies.

Artificial Intelligence (AI) has transformed the legal, financial, educational and governance frameworks across the Muslim community and crucial questions are emerging on its Islamization. In Muslim societies, the use of artificial intelligence (AI) in the legal, financial, educational and governance systems has raised several issues about its harmony with Islamic jurisprudence. The study critically explores the notions of AI, based on the principles of usul al-fiqh and Maqasid al-Shariah, from the perspectives of moral responsibility, epistemic authority, and algorithmic governance. It declares that AI is not a conscious being, it does not have a plan (niyyah) and it does not have a responsibility (taklif), and therefore cannot be a religious or legal authority on its own. Rather, AI should be applied as a decision aid and be guided and controlled by trained human operators. The study also examines how AI may be utilized in the realm of Islamic finance, digital family law, individualized Islamic education, and the algorithmic fatwa, highlighting relevant ethical concerns of hallucinating religious content, algorithmic bias, privacy and accountability concerns. It is based on the latest scholarly research and presents a governance system which is Sharia compliant and based on transparency, human control and data integrity and Maqasid based governance. The results highlight the need for responsible and ethical AI use in Muslim societies, emphasizing the importance of maintaining human moral agency while harnessing technological innovation to achieve greater public welfare and justice.

The rapid adoption of artificial intelligence (AI) in journalism has outpaced the development of institution-level safeguards in many Arab media environments. This study examines values-based AI governance in Jordanian media institutions through a secondary qualitative analysis of eleven expert interviews originally collected in 2024 for a broader doctoral study. Rather than conducting a de novo line-by-line recoding of every transcript, the present analysis re-examined governance-relevant coded segments across all eleven participants together with their surrounding transcript passages and analytical memos. Five empirical themes emerged: credibility and verification; human responsibility and institutional accountability; justice, representation and non-bias; privacy and data protection; and local adaptation with continuous institutional learning. These themes were then interpreted through Islamic ethical principles and established AI-governance scholarship. The resulting framework does not claim to invent new governance principles; it contextually integrates existing governance ideas with Jordanian expert evidence and Islamic ethical reasoning. It links normative values to professional safeguards, organisational structures, and legal-societal alignment across the AI lifecycle.

Abstract The global academia is racing to craft regulations to govern the use of generative AI (GenAI). Yet, most policies and regulatory principles in GenAI governance are top-down and risk-averse, leaving the questions of ethics of users underexplored. By situating the “ethical use” at the center of the AI governance discourse, this article asks (i) how learners perceive the ethicality of GenAI use, and (ii) what considerations shape their decision to use GenAI ethically. Drawing on the Aristotelian virtue ethics theory as sensitizing tool and using data from nine focus groups of learners (n = 33) from a publicly funded university, we derived a Five-Rights Framework of Virtue Based GenAI Governance: right actions (ethical use cases), right outcomes (outcomes gained from using), right beliefs (new moral virtues of open-minded caution and intellectual autonomy), right approaches (technical skills and techno-practical wisdom), and right community (peer influences, usage policy). The analyses also revealed that (1) negative outcomes of using GenAI came from deficits in the right ways of using and technical skills; (2) the willingness to declare the use of GenAI is influenced by social stigma and the lack of fair and transparent detection regimes; and (3) peers’ attitudes influence the use or refusal of GenAI. The study advances GenAI governance scholarship by contributing a blueprint of a “virtue-based” governance regime, offering evidence-based and theoretically informed governance suggestions in global academia concerning the ethical use of GenAI.
