STRATEGIC RECONFIGURATION OF PUBLIC ORDER INSTITUTION MANAGEMENT IN THE ERA OF INTELLIGENCE-LED POLICING

Abstract

This article provides a theoretical foundation and integrated analysis of the convergence among quality management, organizational knowledge dynamics, and the imperative of innovation in the public sector, with a specific focus on public order and national security institutions. In an environment characterized by volatility, uncertainty, complexity, and ambiguity (VUCA), traditional reactive administrative models have demonstrated their structural inefficiency. The study proposes a paradigm shift toward Intelligence-Led Policing (ILP), arguing that modern quality management (Quality 4.0) should not be perceived as a bureaucratic barrier but rather as the critical infrastructure that catalyzes knowledge flows and facilitates the absorption of innovation. Methodologically, the research adopts a conceptual-analytical approach based on systemic modeling of intellectual capital through the lens of bibliography and on a comparative-normative analysis of international standards (ISO 9001:2015) in relation to national regulations (OSGG 600/2018). The findings reveal the existence of profound cultural barriers—such as knowledge hoarding and “mimetic quality”—generated by Weberian hierarchical rigidity. The discussion highlights that institutional performance and citizens’ perceptions of public safety depend directly on an organization’s capacity to transform tacit operational knowledge into codified structural capital. Public management of innovation – value context and institutional design

This article analyzes the perception of innovation and its public management model in a comparative perspective (Spain and Russia). Based on a reinterpretation of data from a representative survey of the Spanish population and an analysis of theoretical approaches by Russian researchers, differences in the value contexts of innovative development are revealed. It is revealed that in Spanish society, innovation is perceived primarily as a tool for ensuring social equality and justice through education, while in Russia, a state-centric model predominates, where innovation serves the purpose of strengthening national security and sovereignty. This value difference determines the expected role of the state, ranging from partner and arbitrator in Spain to primary initiator and controller in Russia. The study confirms the critical role of informal institutions (values, norms, social capital) and public opinion in the formation of an effective national innovation system. The practical implication is that policymakers need to align the innovation agenda with deep-seated societal demands to enhance the legitimacy and effectiveness of public administration.

The paper analyzes e-democracy as a “bottom-up” mechanism that enhances transparency and allows citizens to participate directly in decision-making through tools like electronic petitions, participatory budgeting, and online consultations and concludes that harmonizing domestic legislation with European standards and creating specialized communication units are vital for avoiding politicized propaganda and ensuring professional governance.

THE SPECIFICS OF IMPLEMENTING THE CONCEPT OF TURQUOISE MANAGEMENT IN THE COMMERCIAL SECTOR OF RUSSIA

The article focuses on how the teal management concept is adapted to the Russian commercial sector. F. Laloux's framework, which links organizational development to self-management, wholeness and evolutionary purpose, is used as the theoretical basis. The empirical analysis compares four international cases – Buurtzorg, Morning Star, Patagonia and Sounds True – with Russian companies including VkusVill, Tochka, Mindbox, Fabrika Okon, Neti, Askona and Sberbank. The cases are assessed through five interrelated dimensions: distribution of decision rights, employee wholeness and psychological safety, evolutionary orientation, information transparency and organizational resilience. The findings do not support a rigid division between teal and non-teal organizations. A more informative approach is to evaluate how consistently declared principles are embedded in actual decision-making, coordination and accountability mechanisms. International cases more often evolve around the founder's values and gradually institutionalize alternative coordination practices. Russian companies usually introduce selected teal elements to address specific managerial problems while strategic authority remains concentrated at the owner or senior-management level. Sustainable transformation requires clear boundaries of autonomy, access to managerial information, employee maturity, formal coordination procedures and gradual delegation of authority.

STRATEGIC MANAGEMENT IN PUBLIC ADMINISTRATION: KEY ASPECTS AND APPROACHES

The article is devoted to the justification of theoretical principles of strategic management in the field of public administration and the determination of key aspects and approaches on this basis. It is argued that the public administration system is a complex of institutions, laws and processes that ensure the organization of society. It connects the administrative apparatus and citizens, directing socio-economic development and maintaining stability within the state. It is determined that the key issue is the effective integration of innovative and digital technologies into the public administration system, which would ensure transparency, fairness and compliance with social obligations. The authors analyzed the theoretical principles for defining the essence of the concept of "strategic management" ("strategic management"). It is emphasized that the successful implementation of strategic management in the public sphere requires a comprehensive approach. These steps form a single system where political will sets the vector, personnel training and culture change ensure implementation, and the legislative framework and transparent indicators guarantee the result and feedback. In the article, the authors notes that strategic management is the process of developing, adopting and implementing long-term decisions aimed at achieving the goals of an enterprise or city and strengthening its competitiveness. It is substantiated that the use of strategic management in public administration is a truly powerful tool for the effective development of the state and communities. It allows you to move from a simple response to current problems to proactive planning focused on a specific result. It is argued that the introduction of strategic methods in public administration is critically important for adapting to globalization challenges and crises. A comprehensive system of evaluating managers at the state, regional and local levels transforms management from reactive to purposeful and transparent.

Expressions of managerialism and post-managerialism in sustainable public procurement in the Brazilian Federal Public Administration

Abstract This study examines sustainable public procurement (SPP) in the context of Brazilian public administration, mapping the presence of elements of managerial and post-managerial models in the institutional instruments related to the implementation process. Grounded in the theoretical frameworks of these paradigms, the research adopts a qualitative documentary approach, analyzing institutional sources related to management, legal advisory functions, and internal, external, and societal oversight. The findings reveal both normative and operational advances, yet also highlight asymmetries and weaknesses in coordination among public actors. The study contributes to advancing both theoretical and practical understanding of SPP by highlighting the articulation between these practices and the managerial and post-managerial models of Brazilian public administration. This approach helps bridge a gap identified in the literature by framing SPP as a complex and multidimensional public policy, situated at the intersection of distinct administrative rationalities. Finally, the research highlights the development of an analytical matrix for SPP management, which enables the assessment of the consolidation of operational guidelines across various dimensions of public administration, offering valuable input for institutional diagnostics, policy formulation, and the enhancement of sustainable public governance.
