Abstract
Vietnamese higher education is undergoing a fundamental transformation in which its traditional teaching mission is increasingly complemented by the responsibilities of knowledge creation and innovation development. This study examines the current state of innovation ecosystems within higher education institutions and identifies key structural bottlenecks under the influence of emerging policy orientations, particularly Politburo Resolutions No. 57 and No. 71.
The research employs a qualitative approach based on an extensive review of international academic literature, analysis of domestic policy documents, and examination of representative innovation models implemented by major Vietnamese universities. The findings indicate that although innovation ecosystems are gradually emerging within Vietnamese universities, they remain fragmented and lack sufficient institutional depth and systemic integration. The interactions among universities, enterprises, and governmental actors have yet to evolve into a mature and self-sustaining innovation ecosystem.
Based on these findings, the study proposes an integrated analytical framework that combines the Smart University model with the Triple Helix approach. This framework is expected to strengthen research capacity, facilitate knowledge transfer, and enhance innovation performance within the context of digital transformation. The paper further provides policy recommendations aimed at improving institutional arrangements, fostering university industry collaboration, promoting digital governance, and accelerating the commercialization of research outcomes.
Examination of the current state of digital transformation and innovation in political education in Vietnamese universities indicates that digital technologies contribute significantly to enhancing student engagement, facilitating interactive learning environments, diversifying teaching methods, and promoting personalized learning experiences.

Digital transformation is an important part of higher education in the global context. Although Nepal is able to adopt e-learning technology, many educational institutions continue to experience challenges related to institutional readiness, technological infrastructure, and human capacity. This article employs an integrative literature review to test the factors, including the e-learning movement in Nepalese higher studies. With the help of a research query addressing institutional, technological, and human willingness, the article synthesizes evidence from the latest literature published between 2019 and 2024. The finding shows that these three dimensions are highly integrated, which determines the success of digital transformation. Poor governance, lack of ICT structure, fewer digital competencies, and less institutional support hinder long-term sustainable implementation. This study also concludes that a strong policy framework, funding for digital infrastructure, and producing capable manpower help to form proper digital transformation in Nepal’s higher education system. The result can guide policymakers, university leaders, and researchers to strengthen digital willingness and support long-term education development.

The transformation of higher education has become a strategic priority in the face of global knowledge competition, which is increasingly determined by the capacity for knowledge production, innovation, digitalisation and the quality of institutional governance. This study aims to analyse the transformation of higher education in Indonesia by integrating the knowledge ecosystem perspective, adaptive learning based on artificial intelligence, and outcome-based governance, to explain how universities can strengthen their global competitiveness without losing relevance to local needs. The study employs a qualitative approach using a library-based research design, involving a critical review for relevance, credibility, and recency. The findings indicate that the transformation of Indonesian higher education cannot be explained by digitalisation, internationalisation, innovation or governance reform in isolation, but requires a systemic integration of the repositioning of universities as knowledge ecosystems, the utilisation of artificial intelligence to develop adaptive learning, the strengthening of data and outcome-based governance, and the interconnection between local knowledge and global networks. These findings expand upon previous studies, which were often fragmented, by positioning interactions among the various dimensions of transformation as the foundation of higher education’s competitiveness. Consequently, higher education policy needs to shift from a focus on administrative compliance and technology adoption towards strengthening a knowledge ecosystem that is adaptive, accountable, innovative and impact-oriented.

This study analyzes the factors justifying the implementation of an innovation node at the Technological Institute of Puebla (ITP) to strengthen knowledge and technology transfer within the National Technological of Mexico (TecNM). Using a descriptive quantitative approach, 346 students and professors were surveyed from 254 projects belonging to 147 Technological Institutes across the country that reached the national phase of InnovaTecNM 2023. Results reveal that funding and technical advisory are priority needs (32.37% each), followed by the demand for specialized laboratories (36.05%) and intellectual property training. Additionally, 62.43% of participants expressed willingness to receive institutional technical-commercial guidance. Furthermore, the need for training in financial analysis, market research, and legal structure was identified to consolidate viable business models. The findings, discussed under the Triple Helix model, confirm that the gap between research and the market demands permanent institutional structures. It is concluded that the innovation node serves as a key coordinating mechanism to increase the technological maturity of projects and promote technology-based entrepreneurship with a national impact.

The National Education Policy 2020 (NEP 2020) represents one of the most ambitious educational reform initiatives undertaken in India in the past three decades. Conceived as a transformative framework, the policy seeks to restructure the Indian education system by promoting multidisciplinary learning, flexibility in academic pathways, integration of vocational education, and the adoption of technology-driven educational practices. However, the success of any public policy is determined not only by the clarity of its vision but also by the effectiveness of its implementation at the institutional level. This study examines the implementation of NEP 2020 within undergraduate colleges affiliated with the University, focusing on the gap between policy design and institutional execution. Employing a mixed-methods research design, the study draws on quantitative survey data and qualitative insights gathered from ten affiliated colleges—two urban and eight rural institutions. The findings reveal significant structural and administrative challenges that hinder effective implementation, including inadequate infrastructure, shortages of trained faculty, limited digital readiness, and an overburdened examination system. Furthermore, the study highlights the complexities of implementing national-level reforms within a federal governance structure where educational policy is centrally formulated but largely executed by state-level institutions. The analysis suggests that while NEP 2020 provides a visionary blueprint for educational transformation, its success depends heavily on institutional preparedness, sustained financial investment, and coordinated policy execution across governance levels. Bridging the implementation gap is therefore essential to realize the transformative potential envisioned by NEP 2020.

Innovation ecosystems are recognized as drivers of regional development and technological transformation, yet empirical studies remain concentrated in metropolitan areas, limiting the understanding of emerging agroindustrial territories. This study examines the innovation ecosystem of Rio Verde (Brazil), highlighting how structural configurations and functional asymmetries influence collaboration and distributed innovation outcomes. Grounded in the Regional Innovation System perspective and the Six-Helix model, an exploratory survey was conducted with 41 actors through a digital mapping platform. Results reveal institutional diversity and strong willingness to collaborate, but innovation capabilities and outputs remain concentrated in a few central organizations, while funding and coordination mechanisms are weak. The study refines the concept of the collaboration paradox—high engagement without broad diffusion of results—and demonstrates the methodological value of combining digital ecosystem mapping with the Six-Helix framework. Practically, it suggests that regional policies should move beyond stimulating collaboration to prioritize funding, institutional coordination, and the diffusion of innovation capabilities across emerging agroindustrial ecosystems.
