Procurement Practices and Sustainability in the Nigerian Electricity Regulatory Commission (NERC), South-East

Nigeria’s electricity sector continues to face major challenges due to aging infrastructure, which increases operational costs and reduces overall efficiency. This study aimed to assess how procurement practices influence sustainability within the Nigerian Electricity Regulatory Commission (NERC), South-East, with a specific focus on the effect of green technology on environmentally friendly products. Using a quantitative correlational design, 148 surveys were distributed to staff across Anambra, Enugu, Ebonyi, and Imo states, of which 133 were completed and used for analysis. Pearson correlation and descriptive statistics were employed to test the hypotheses. The results revealed a very strong and statistically significant positive correlation between green technology and eco-friendly products (r = .994, n = 132, p < .01), indicating that advancements in green technology account for a large proportion of changes in environmental product outcomes. Based on these findings, the study recommends that NERC strengthen procurement policies by prioritizing vendors who provide certified green technologies and environmentally sustainable materials.

Energy Transformation for Sustainable Future: Issues and Challenges for Malaysian Micro, Small and Medium Enterprises

The effort of transition to more environmentally friendly energy is required recently due to awareness on severe climate change, environmental damage, and to ensure a long-term environmental, economic and social sustainability. In Malaysia, Micro, Small and Medium Enterprises (MSMEs) type of business are importance in supporting and accelerating the national economic development. This type of business make up a large part of the country’s human workforce and contributed to more than 90 percent on the gross domestic product (GDP). Unfortunately, MSMEs have many reasons and experience several challenges to adopt energy transformation practices. Thus, the aim of the study is to explore the challenges and barriers faced by MSMEs in adopting sustainable energy solutions. A review from literature finds that among of these problems include high initial investment costs of renewable energy technologies, insufficient government support, lack of skilled workforce and poor knowledge on energy efficiency measures. The study also wishes to examine the role of policy, frameworks, financial incentives and capacity building in assisting MSMEs to transform their energy efficiency. This research also intend to assess the current state of energy use among Malaysian MSMEs and understand their needs to provide recommendations to overcome these obstacles. Implementation of renewable energy and elevation of energy-efficient practices by Malaysian MSMEs can contribute significantly to carbon emissions reduction. This will lead to a more sustainable low-carbon economy and hence achievement of Malaysian Net Zero target by 2030. Besides, stakeholder collaboration such as government agencies, industry players, regulatory bodies and financial institutions, are also critical in expediting a impactful energy transformation for small business in Malaysia.

Research on the impact of alternative and renewable energy sources on the country's energy sector and economic-mathematical assessment of their operational effıciency

The article explores the development directions of Azerbaijan’s electric power system, considering the efficient use of alternative energy sources and their impact on the environment. Increasing geopolitical instability, environmental challenges, and growing energy demand are strengthening the importance of energy security and require diversification of generation sources. In this regard, Azerbaijan is gradually adapting its national energy strategy to international trends by expanding the use of renewable energy sources and strengthening regional cooperation. Special attention is given to the strategic initiative aimed at creating the «Green Energy Corridor» Caspian–Black Sea–Europe, designed for the export of environmentally friendly electricity produced based on the wind potential of the Caspian Sea. This project contributes to the country’s integration into the international energy system and diversifies exports by reducing dependence on traditional oil and gas resources. The study analyzes statistical data on electricity generation in the country, including the growth dynamics of solar, wind, and hydropower production. According to estimates, Azerbaijan possesses significant technical potential for renewable energy both onshore and offshore, creating favorable conditions for large-scale green energy projects. The technological principles of wind, solar, and hydroelectric power plants are also discussed using simplified mathematical models describing their operational mechanisms. Additionally, the relationship between industrial production and economic growth is analyzed, confirming the strategic role of renewable energy development in reducing production costs and enhancing economic competitiveness. Overall, the results indicate substantial potential for sustainable development of the national energy system. Implementation of an Energy Management System as a Tool for Enhancing Efficiency of Oil and Gas Enterprises (A Case Study of PJSC RussNeft Oil and Gas Company)

This study examines the economic feasibility of implementing a standardized energy management system at oil and gas companies. Emphasis is placed on the current ESG agenda, which is shaping the transformation of the industry. Stringent environmental regulations, rising fuel and energy prices, and the objective need of mid-sized oil companies to improve operational performance underpin the theoretical and practical significance of this research. This article traces the evolution of international and domestic energy management standards. Based on an analysis of the financial and economic performance of PJSC RussNeft Oil and Gas Company, bottlenecks in the energy consumption system are identified. An organizational transformation program, based on the requirements of GOST R ISO 50001-2023 and supplemented by the introduction of IoT monitoring solu-tions, is proposed and economically evaluated. Implementation of this comprehensive set of measures will reduce specific energy consumption and greenhouse gas emissions.

The Impact of the green Finance Reform and Innovation Pilot Zone on the Low-Carbon Transformation of High-Energy-Consuming Enterprises

Whether green finance policies can drive the low-carbon transformation of high-energy-consuming industries is a crucial issue under the "dual carbon" goals. This paper uses the green finance reform and innovation pilot zones established in batches since 2017 as a quasi-natural experiment. Based on panel data from 814 listed companies in six major high-energy-consuming industries in the A-share market from 2011 to 2024, we employ a multi-period difference-in-differences (DID) approach to examine the impact of green finance policies on the environmental protection investment intensity of high-energy-consuming enterprises. Both the baseline regression and the robust estimation using staggered DID (Callaway-Sant'Anna, Sun-Abraham) fail to find a significant average treatment effect. However, heterogeneity analysis reveals a clear differentiated picture: the policy significantly enhances the environmental protection investment intensity in the electricity and heat industry (+1.19 percentage points, p=0.037), but has a significant negative effect on the non-metallic mineral products industry (-0.45 percentage points, p=0.027). Large-scale enterprises exhibit a positive marginal effect at the 10% statistical level (p=0.063), while small-scale enterprises show a negative marginal effect at the 10% statistical level (p=0.057), suggesting a potential "Matthew effect" in the policy. The policy synergy test indicates that the environmental protection investment promotion effect is significantly stronger in enterprises classified as heavy pollution (interaction term p=0.013). Placebo tests and time counterfactual tests support the robustness of the baseline conclusions. The findings of this paper suggest that the effects of green finance policies are highly heterogeneous. Policy design needs to pay attention to industry adaptation and differences in enterprise size to avoid unintended consequences that may arise from a "one-size-fits-all" approach.

Evaluating District Cooling as Energy Efficiency Technology for Government Building’s Retrofit Strategy: A Case Study of the Ministry of Public Works Complex in Jakarta, Indonesia

District cooling systems (DCS) are recognized as one of the promising energy efficiency technologies to reduce greenhouse gas (GHG) emissions from cooling needs. However, awareness and implementation of the DCS in Indonesia are still limited. The Ministry of Public Works (PU) is taking the lead in exploring the prospect of DCS piloting implementation in Indonesia, indicating the government’s commitment to the energy transition in the building sector. A technical and economic analysis was conducted for four scenarios to assess the pre-feasibility of DCS installation in the PU office complex in Jakarta: business-as-usual (BAU), variable refrigerant flow (VRF), Centralised Cooling System (CCS), and DCS. The complex itself consists of 13 mixed-use buildings with a total of 150,000 sqm of floor area and conditioning area 105,000 sqm with oldest cooling equipment was procured in 1986. The study found that DCS with a capacity 2450 RT could potentially save 312,000 USD/year and reduce 3,913.8 tCO2/year compared to the BAU scenario. Furthermore, DCS investment is expected to be 38% less than VRF and 68% less than CCS CAPEX, lowering yearly electricity costs by 52.8% compared to the BAU. As a result, transitioning an aged cooling system to DCS is more cost-effective and sustainable than using complete VRF or CCS.
