Abstract

Corruption in Nigeria’s education sector has transformed fund disbursement into systemic rent-seeking, thus leading to poor educational outcomes and weakened human capital development. As such, this study investigates the mechanisms and extent of corruption in the disbursement of state-level education funds in Nigeria. The study employs an exploratory sequential mixed-methods design. Qualitative data were gathered from 12 participants via semi-structured interviews using the Financial Efficiency Protocol (FEP). Quantitative data were collected from 115 officials across 774 Local Government Education Authorities (LGEAs) using the Corruption Measuring Questionnaire (CMQ). Data were analysed using thematic, descriptive, and inferential statistical analyses. The findings reveal a self-reinforcing “pipeline of loss” characterised by funding reductions, weaponised procurement, a complicit payroll system harbouring ghost workers, and systematic sabotage of internal controls. Quantitative results confirm a high level of corruption across all measured domains, with a statistically significant regional disparity: respondents from Northern Nigeria (M = 3.38) reported higher levels of perceived corruption than those from Southern Nigeria (M = 2.82), t(113) = 4.56, p < .001. The study found that corruption is not an administrative lapse, but a designed feature of a governance pathology sustained by political patronage networks. Technocratic reforms such as the Treasury Single Account (TSA) and Government Integrated Financial Management Information System (GIFMIS) fail to disrupt rent-seeking incentives. The study recommends a multi-stakeholder accountability framework involving enhanced legislative oversight, empowered anti-corruption agencies, and condition-based funding.
