Reimagining Education beyond Borders: A Review of Global Competence, Curriculum Transformation, and Future Learning Systems

Abstract

Globalization, digitalization, climate change and interculturalism are unprecedented challenges for education systems globally. This literature review explores the ways in which global competence frameworks, curriculum transformation and the future learning systems could equip learners with the necessary skills to thrive in a borderless and interconnected society. The researcher analysed 46 peer-reviewed publications (2017-2025) in order to capture and critically consider the current conceptualisations of global competence (OECD and UNESCO frameworks) and curriculum reform efforts from content-based to competence-based models. The review identifies pedagogical strategies that are effective for global learning such as project-based learning, collaborative online international learning (COIL), and inquiry-based learning. Barriers to implementation in the Global North and South, such as digital inequities, teacher preparedness, and policy fragmentation are analysed. The paper suggests an integrated model that connects five dimensions globally – global competence, curriculum transformation, intercultural pedagogy, digital and future learning systems, and equity/sustainability/civic responsibility. Implications are for policy makers, teachers, and researchers. We believe that fostering global competence is a systemic and equitable transformation that integrates the concept into curricula, pedagogy, assessment, teacher development, and relies on digital infrastructure with sustainability and social justice dimensions. Reimagining curriculum transformation through technology and pedagogical indigenisation in rural South African mathematics classrooms

Educational institutions worldwide are increasingly embracing curriculum reform through the integration of Indigenous knowledge systems (IKS) and technology, informed by their transformative impact on teaching, learning, and pedagogical practices. However, socioeconomic disparities and limited teaching resources encountered in the rural settings of the Global South, such as South Africa, hinder this transformation. IKS and technology offer a compelling opportunity to rethink mathematics education in ways that embrace global innovations while adapting to local contextual realities. Yet, there is limited empirical evidence on teacher preparedness, specifically how mathematics teachers' demographic, contextual, and professional training influences their ability to integrate technology and pedagogical indigenisation for mathematics curriculum transformation. Hence, this paper sought to examine how mathematics teachers can reimagine curriculum transformation through pedagogical indigenisation and technology in rural South African mathematics classrooms. To accomplish this exploration, the paper draws on data gathered from 95 purposively sampled respondents. We used a quantitative approach focusing on a survey questionnaire, guided by the positivist paradigm and underpinned by the Technological Pedagogical Content Knowledge (TPACK) framework and Technology Acceptance Model (TAM), and data analysis was achieved through the aid of descriptive and inferential statistics. The results showed that teachers exhibit different degrees of TPACK and TAM dynamics, mediated by demographics, professional backgrounds, and context-specific characteristics. The findings lead us to argue that the transformation of the mathematics curriculum is dependent on effective, inclusive, and sustainable teacher training that foregrounds both technological fluency and cultural responsiveness. This study contributes to curriculum reform discourse by emphasizing the need for teacher preparation programs that address the complex, evolving, and context-sensitive nature of teachers' TPACK.

Digital Education as Learning-Transformation Infrastructure: Inclusivity, Competence, Data Ethics, and Workforce Readiness

Digital education is no longer enough to be understood as simply moving materials to online platforms; instead, it should be seen as a sociotechnical infrastructure that connects pedagogical design, human competencies, access, data, and educational governance. This article aims to analyze the contribution of digital education to learning quality, inclusivity, digital literacy, and job readiness, as well as to identify the conditions that determine its safe and sustainable implementation in Indonesia. This study uses a qualitative literature review with thematic synthesis of 66 journal articles, mostly published since 2020. The study results show that technology can enhance flexibility, interactivity, personalization, feedback, and access to learning resources, but its impact isn’t automatic. These benefits depend on teachers being ready, students’ self-regulation skills, how well the learning design fits, institutional support, and how curriculum integrates with 21st-century skills. Gaps in devices, connectivity, learning space, family support, and digital skills mean digital education could potentially reproduce inequality. The use of artificial intelligence and learning analytics also brings risks like algorithmic bias, excessive monitoring, privacy violations, lack of transparency in decisions, and cognitive dependency. This article suggests a layered implementation framework that includes inclusive infrastructure, human capabilities, evidence-based pedagogy, data governance, and ecosystem collaboration. Effective digital education should therefore be evaluated based on the quality of learning and fairness of outcomes, not just the level of technology adoption

Challenges of Digitalization Among UBE Teachers: Implications for Effective Curriculum Implementation in Nigeria

The global shift toward digitalization has redefined teaching, learning, and curriculum delivery. However, in many developing contexts such as Nigeria, significant challenges undermine effective technology integration in education. This article critically examines the challenges of digitalization among Universal Basic Education (UBE) teachers in Nigeria and analyzes the implications for curriculum implementation. Anchored in the Technological Pedagogical Content Knowledge (TPACK) framework and the Diffusion of Innovation (DOI) theory, the study employs a desk-based systematic review of empirical and conceptual studies from 2015 to 2025. Findings reveal that UBE teachers face multi-dimensional barriers to digitalization: (a) infrastructural deficits such as unreliable electricity and inadequate internet connectivity; (b) teacher-level constraints including limited digital competence, negative attitudes toward technology use, and heavy workloads; and (c) systemic issues such as weak ICT policy coherence, insufficient funding, and inequitable access across rural–urban and gender divides. These challenges inhibit learner-centered pedagogy, constrain inclusive curriculum implementation, and risk perpetuating inequalities in educational outcomes. The article concludes by advocating for comprehensive reforms: sustained teacher professional development, infrastructural investments, equity-oriented policies, and strategic public-private partnerships. By situating Nigeria’s UBE experience within global debates on digitalization, this study contributes to scholarship on technology integration in low- and middle-income countries and provides actionable recommendations for achieving the Sustainable Development Goal 4 (SDG4).

Citizen Diplomacy: A Principle-Based Conceptual Framework for Enhancing Global Learning in Higher Education

Global learning has been a defining feature of higher education in the United States since the onset of globalization and its demand for a global workforce. Despite its significance for student learning, the application and practice of global learning across higher education institutions (HEIs) remain challenged by its conceptual ambiguity and unclear requirements across individual institutions. This conceptual limitation has given rise to shifting institutional support of key global programs, resulting in uneven student success and preparation for global learning outcomes (GLOs). The current theoretical study examines the conceptual challenges and derivative effects surrounding the notion of global learning, employing a qualitative review methodology to analyze and assess contemporary literature on the core concepts, foundational ideas, and conceptual barriers that have shaped its epistemology. Following this discussion, the article proposes a principle-based framework to overcome and enhance the current approach to GLOs, drawing on the concept and principles of citizen diplomacy. The article argues that the three pillars of citizen diplomacy–reciprocity, relationship-building, and the search for common ground–offer a more cohesive framework, given their relevance, utility, and best practices for global learning in HEIs.

Adapting Competency-Based Innovative Pedagogies in Higher Education for East African Universities: Pathways to Human Capital Development and Economic Transformation

Higher education is under increasing pressure to produce graduates equipped with the competencies required for rapidly evolving knowledge economies, technological change, and sustainable development. However, despite widespread competency-based education reforms across East Africa, teaching in many universities remains predominantly lecture-centred, limiting the development of critical thinking, problem-solving, creativity, collaboration, digital competence, entrepreneurship, and other transferable skills required by contemporary labour markets. This study employed an Integrative Literature Review (ILR) and thematic analysis of contemporary literature to synthesise global evidence on competency-based innovative pedagogies (CBIPs) in higher education, and examine their contextual adaptation within East African universities. The findings indicate that CBIPs promote learner-centred, active, real-world, collaborative, technology-enhanced, and experiential learning that strengthens graduate competencies for lifelong learning and employability. Rather than advocating direct transfer of international pedagogical models, the study proposes a context-sensitive adaptation framework that integrates curriculum and assessment reform, academic staff development, digital transformation, university–industry collaboration, and enabling institutional and policy environments to support sustainable implementation. The framework demonstrates that pedagogical transformation, rather than curriculum reform alone, is essential for strengthening graduate competencies and advancing sustainable higher education transformation. The study concludes that context-sensitive adaptation of CBIPs can enhance graduate employability, foster innovation and entrepreneurship, and position East African universities as strategic contributors to sustainable human capital development and regional economic transformation.

Unpacking Resistance and Reform: The Struggle to Implement Competency-Based Curriculum in English Language Teaching

The paper analyses the dichotomy between policy directives and the implementation phase of a competence-based curriculum in English language teaching (ELT). The study focused on selected secondary schools in central Uganda to assess the compliance mechanism against the background of teachers who have been trained and have been using traditional teaching methods for a long time to deliver a knowledge-based and content-loaded curriculum, and to shift to the new model, which is a herculean task. The study examines the challenges of transition, for example, observable resistance among teachers and learners, coupled with institutional inertia. It is noted that resistance is driven by the new loaded curriculum, an intricate assessment model, the complexity of the learner-centred approach, and collaborative groupwork. In interpreting the entrenched challenges, the paper applies sociocultural theory, curriculum implementation model, and constructivist learning theory, among others, to underpin the resistance vis-à-vis reform to clarify theory versus practice. The research used a mixed-methods design to analyse the reform versus resistance. The findings revealed inadequate institutional support at the school and the top level. The competence-based curriculum is highly content-loaded, leading to a backlog and wasted time to recoup uncovered work from the previous term/year, thus leading to time wastage and stress for both the teacher and the learners. Besides, it is found that the teachers’ professional capacity development is inconsistent, with little or no follow-up or feedback. Besides, teachers still maintain the traditional teacher-centred approach, justifying that learners have to be prepared for exams and thus complete the syllabus. So, the issues arising from the tension between the new and old cast doubt on the effectiveness of the competence-based curriculum in the teaching of the English Language. The study calls for urgent harmonisation of policy directives and classroom practice.
