Abstract

Higher education plays a crucial role in fostering national socio-economic development and therefore requires a paradigm shift in governance and service delivery. Higher education institutions (HEIs) must become increasingly innovative to ensure the quality of knowledge production and dissemination. Recognizing the strategic importance of higher education is essential to improving sectoral performance. Total Quality Management (TQM) in HEIs is perceived as a long-term approach that can be achieved only through the systematic planning, formulation, and execution of annual quality programs that progressively realize the institution's vision. The implementation of TQM concepts constitutes a critical step toward revitalizing the education system by embedding a quality-awareness ethos across institutional processes. This study aims to analyze the application of TQM in higher education and to review the relevant literature on TQM implementation in HEIs to ensure that stakeholder expectations are adequately addressed. Furthermore, the implementation of Total Quality Management in higher education institutions is a significant factor in addressing gaps and errors encountered in instructional planning and learning activities. Evaluation and monitoring of teaching and learning processes based on integrated quality management principles enable institutions to achieve educational quality objectives aligned with established curriculum standards. In addition, TQM plays a vital role in ensuring educational quality by implementing appropriate procedures and standardized learning frameworks across educational levels, thereby contributing to the sustainability of higher education systems.
