DIGITAL TRANSFORMATION IN ADMINISTRATIVE REFORM AT A HIGHER EDUCATION INSTITUTION: A CASE STUDY OF VINH UNIVERSITY

Sep 2026 · Vinh University Journal of Science · 0 citations

Abstract

This study evaluates the current state of digital transformation in administrative reform at Vinh University during the 2020-2025 period based on five pillars: institutions and governance, administrative processes, data and interoperability, technological infrastructure and platforms, and service outcomes. Based on this assessment, the study proposes solutions for the 2026-2030 period. The case study, combined with secondary document analysis, shows that institutional frameworks and technological capacity have been strengthened, notably through regulations on information technology system management, regulations on electronic document management, a Digital University System with 18 modules, and digital signatures for all university officials and employees. However, publicly available evidence regarding processing times, end-to-end digital procedures, paperless records, data reuse, and user satisfaction remains limited. The study proposes process redesign, a digital one-stop service model, integrated data governance, outcome-based key performance indicators (KPIs), digital capacity development, and data security measures. The five-pillar framework is proposed as an analytical framework and requires further validation through operational data, user surveys, and multi-university studies. Keywords: Digital transformation; administrative reform; university governance; data governance; digital services.
