Abstract
This study aims to examine the role of government digital transformation initiatives in promoting beneficiaries’ right of access to information in Saudi Arabia. It is situated within the rapid technological transformations that have reshaped the relationship between government institutions and the public, making access to information a key indicator of transparency, accountability, and the quality of public services. The study is grounded in a central research problem concerning the extent to which government digital initiatives and platforms enable beneficiaries to access information and data easily, fairly, and clearly, while also identifying the legislative, regulatory, and procedural challenges that may limit the effective exercise of this right.
The study adopts a descriptive-analytical approach by examining the theoretical and regulatory frameworks related to digital transformation and the right of access to information. It also reviews major government digital initiatives and platforms in Saudi Arabia, including service platforms, electronic portals, and open data platforms. In addition, the study employs a questionnaire to measure beneficiaries’ perceptions of government digital services, particularly in relation to ease of access to information, clarity of available data, effectiveness of digital services in supporting their right to know, and their overall satisfaction with these initiatives.
The significance of this study lies in linking digital transformation as a national strategic project with the right of access to information as a key enabler of transparency, good governance, and public participation. The study seeks to assess the effectiveness of digital initiatives in narrowing the gap between regulatory frameworks and practical implementation, while highlighting their role in enhancing disclosure, facilitating access to data, and strengthening beneficiaries’ trust in government entities. It also offers scholarly insights that may contribute to the development of digital policies, the improvement of information access mechanisms, and the enhancement of government digital services in alignment with the objectives of Saudi Vision 2030.
The rapid development of digital technology has encouraged governments at all levels to adopt digital transformation strategies to improve the quality of public service delivery, including at the village level. This study aims to analyze the role of digital transformation in enhancing the effectiveness of village public service administration in the technology era. The research employs a qualitative descriptive approach based on a literature review of academic journals, government reports, policy documents, and other relevant publications concerning digital governance, public administration, and village services. Data were analyzed using thematic analysis to identify patterns related to the implementation, opportunities, and challenges of digital transformation in village governance. The findings indicate that digital transformation contributes positively to the effectiveness of village public services by improving administrative efficiency, accelerating service delivery, increasing accessibility, strengthening transparency, enhancing accountability, and promoting citizen satisfaction. The adoption of digital platforms and village information systems enables more accurate data management and facilitates communication between village governments and communities. However, the implementation of digital services remains constrained by inadequate technological infrastructure, limited internet connectivity, insufficient digital literacy, and the lack of technical competencies among village officials. The study concludes that successful digital transformation requires not only technological adoption but also institutional readiness, stakeholder collaboration, continuous capacity building, and inclusive digital policies to ensure sustainable and citizen-oriented public service administration in rural areas.

This study aims to analyze the transformation of e-government in accelerating bureaucratic reform through the implementation of digital governance in Mataram City. This research is motivated by the demand for improving the quality of effective, transparent, accountable, and technology-based public services in the era of digital transformation. The implementation of e-government is seen as a strategic instrument in realizing modern governance that is able to increase the efficiency of public administration and strengthen public participation. However, the implementation of digital government in the regions still faces various challenges, such as limited system integration, human resource capacity, technological infrastructure, and community digital literacy. This study uses a qualitative approach with a descriptive research type. Data collection techniques are carried out through observation, documentation, and literature studies related to the implementation of the Electronic-Based Government System (SPBE) in Mataram City. Data analysis uses the interactive model of Miles, Huberman, and Saldaña which includes data reduction, data presentation, and drawing conclusions. The results of the study indicate that the implementation of e-government in Mataram City has contributed significantly to the acceleration of bureaucratic reform by increasing the efficiency of public services, information transparency, bureaucratic accountability, and the effectiveness of government administration. Digital transformation is realized through online-based population administration services, a digital licensing system, a public complaints application, and the integration of government information systems. This study concludes that strengthening digital governance through digital system integration, human resource capacity development, improving information technology infrastructure, and strengthening literacy and public participation are crucial factors in realizing sustainable digital bureaucratic reform in Mataram City

This article analyzes several theoretical and practical issues involved in enhancing the effectiveness of digital transformation policy implementation in the cultural sector in order to expand the public’s access to cultural services. Drawing on approaches from public policy, digital transformation, cultural services, and the right of access to culture, the article argues that digital transformation in the cultural sector is not merely a matter of digitizing resources or building technical platforms, but a process of renewing governance methods, service provision, and interaction with the public. The article identifies major practical issues, including a predominantly technology-centred understanding of digital transformation, fragmented cultural data, insufficiently user-friendly platforms, uneven implementation capacity, the digital divide, copyright concerns, data ethics, and the absence of citizen-centred evaluation mechanisms. On this basis, the article proposes several policy implications for improving institutions, developing digital cultural data and platforms, strengthening implementation capacity, narrowing the digital divide, and ensuring fair, convenient, and inclusive access to cultural services.

The digital transformation of government has become an increasingly important instrument for improving public-sector performance, administrative efficiency, accountability, accessibility, and citizen-centered service delivery. In Kenya, the eCitizen platform represents one of the most consequential manifestations of this transformation, providing a common digital gateway through which citizens, businesses, and other users can access and pay for a growing range of public services. This article critically examines the adoption of digital technology in Kenya's public service, using eCitizen as a case through which to analyze the relationship between technology adoption and public-sector performance. Drawing on the Technology Acceptance Model (TAM), the Unified Theory of Acceptance and Use of Technology (UTAUT), the DeLone and McLean Information Systems Success Model, and public-value and digital-government scholarship, the article develops an integrated analytical framework for understanding how digital platforms translate technological investment into measurable administrative and public value. The article adopts a qualitative, conceptual, and policy-analytical methodology grounded in a systematic examination of peer-reviewed literature, official Kenyan policy documents, legislation, and contemporary institutional evidence on eCitizen and digital government. The analysis suggests that technology adoption should not be equated with digitization alone. Rather, performance gains emerge when digital technologies are accompanied by institutional redesign, interoperable systems, capable human resources, effective governance, data protection, cybersecurity, user-centered service design, and mechanisms for digital inclusion. Kenya's eCitizen experience demonstrates considerable potential for reducing transaction costs, improving payment traceability, increasing convenience, supporting revenue administration, and creating a more integrated interface between citizens and government. At the same time, persistent barriers—including unequal digital access, connectivity limitations, digital-literacy gaps, system reliability, institutional fragmentation, privacy concerns, and the risk of excluding citizens who cannot effectively use digital channels—may constrain the realization of public value. The article argues that the next phase of Kenya's digital transformation should move beyond a "services-online" paradigm towards a performance-oriented, citizen-centered, and digitally integrated public administration, and it proposes a continuum of policy interventions spanning infrastructure and access, institutional governance, interoperability, workforce capability, service redesign, cybersecurity, data protection, inclusion, performance measurement, public accountability, and adaptive regulation. The article concludes that eCitizen can become a genuine performance enabler only when it is treated not merely as an information-technology platform but as institutional infrastructure for public-sector transformation.

Digital transformation in government has become a strategic agenda to improve the quality of public services through the utilization of information and communication technology. The Electronic-Based Government System (SPBE) serves as the main foundation in encouraging the transition from e-government toward a more integrated digital government. This study aims to analyze the strategies, challenges, and transformation model of SPBE toward digital government in the Provincial Government of the Special Region of Yogyakarta. This research applied a qualitative approach with a case study method. Data were collected through interviews, observation, and documentation, then analyzed using an interactive model consisting of data condensation, data display, and conclusion drawing. The results showed that SPBE transformation in Yogyakarta occurred through administrative digitalization using SISMINKADA, system integration through SRIKANDI, and the development of integrated digital public services. The discussion revealed that the main challenges of digital transformation include system integration, data interoperability, human resource readiness, information security, and bureaucratic cultural change. This study develops an SPBE transformation model based on technological integration, organizational capacity, data governance, and user orientation. The study concludes that successful digital government requires systemic transformation that focuses not only on technology but also on strengthening a sustainable digital governance ecosystem.
