Role of Procurement in Achieving Sustainable Development Goals in Nigeria
Abstract
This paper examines the role of procurement in achieving the Sustainable Development Goals (SDGs) in Nigeria, with particular emphasis on how public procurement can promote economic, social, and environmental sustainability. The study investigates the opportunities, challenges, and strategies for integrating sustainability principles into procurement processes and contract awards. It emphasizes the need for Nigerian public institutions to incorporate social sustainability, environmental protection, climate change considerations, and economic efficiency into procurement decisions. The paper further highlights the importance of strengthening procurement legislation and introducing sustainability clauses that encourage environmentally responsible practices, social inclusion, local economic development, transparency, and accountability in public contracting. To provide a comprehensive understanding of the subject, relevant Nigerian procurement laws, scholarly literature, and reports from international organizations, including the World Bank, OECD, UNESCO, and European Commission, are reviewed and systematically analyzed. Available procurement and development data are also examined to assess the contribution of sustainable procurement practices to national development objectives. The study concludes that effective and strategically managed public procurement can serve as a significant instrument for advancing Nigeria’s SDGs by promoting responsible resource utilization, economic development, environmental sustainability, social welfare, and institutional effectiveness. Consequently, strengthening sustainable procurement practices is essential for achieving inclusive and long-term development in Nigeria.
