AN INTEGRATED DIGITAL SECURITY FRAMEWORK FOR INTERNATIONAL TRANSPORTATION: A CONCEPTUAL STUDY BASED ON INTERNATIONAL EXPERIENCE

Abstract

This article presents a conceptual study aimed at developing an integrated digital security framework for international transportation under conditions of rapid logistics digitalization. The study combines comparative analysis, statistical analysis of international logistics indicators, content and case-study analysis, structural modeling, and scenario-based risk assessment to evaluate current international practices and identify key challenges, including cybersecurity threats, fragmented regulations, interoperability limitations, and uneven digital development. Based on the results, an Integrated Digital Security Framework is proposed that combines a digital data exchange platform with four interacting components: analytical monitoring, security and response management, regulatory coordination, and human resource support. Their integration enables continuous risk monitoring, coordinated decision making, cybersecurity management, and regulatory compliance throughout international transportation processes. The scientific novelty of this study lies in its conceptualization of a unified digital security architecture that integrates technological, analytical, organizational, regulatory, and human-centered components within a single decision-support environment. Unlike existing studies focusing on individual digital technologies, the current study proposes a framework that provides a holistic approach to improving the resilience, interoperability, and security of international transportation systems while serving as a basis for future quantitative validation and practical implementation.
