Substantiating the Causal Factor Weighting Method to Assess Organizational Risks in the Integral Safety System at Explosionand Fire-Hazardous Enterprises
Abstract
The study substantiates the quantitative assessment method for organizational risks in the integrated safety system at explosion- and fire-hazardous enterprises. The system is proposed to be considered an organizational management system, in which organizational risks are advisable to be considered causal factors. All organizational risks that occur during the management process in the system, under favorable conditions, develop into hazardous events (accidents and fires) that cause damage (economic, material, injuries, and fatalities among personnel and third parties). The prevention of organizational risks directly depends on the high-quality work of safety departments that exercise control over personnel in production structural divisions. For a standardized assessment of the impact of organizational risks, a conditional informational measure, i.e., “conditional bit”, referring to the impact of a specific organizational risk on an implemented hazardous event, has been proposed. The practical significance of the results lies in the potential use of the quantitative assessment method for organizational risks by the management authority of the integral safety system to develop measures aimed at preventing organizational risks and, therefore, reducing conditions for accident development.
