Partisan conflict and economic policy uncertainty: insights from a time-varying causality approach

Abstract

How does partisan conflict (PC) relate to economic policy uncertainty (EPU)? When does uncertainty feed back into conflict, and how stable is that link? We examine these dynamics using a time-varying Granger causality framework applied to United States monthly data from 1985 to 2025, combining the PC Index with aggregate and disaggregated EPU subindices. PC consistently precedes spikes in fiscal, tax, spending, and health care uncertainty. In contrast, the predictive direction reverses mainly during large shocks, such as trade conflicts or financial regulation crises, and largely disappears during recessions. Generalised forecast error variance decompositions show that PC shocks account for a modest but non trivial share of forecast error variance in fiscal, tax, spending, and health care uncertainty, while policy shocks in trade and regulatory domains explain a much larger share of the variance in partisan conflict itself. These results reveal asymmetric, time-varying predictive linkages between political polarization and policy uncertainty. The findings, which are based on the decomposition of EPU into its components and time-varying Granger causality, contribute to theories of veto players, gridlock, and signaling by identifying the institutional conditions under which political conflict is associated with greater economic volatility and when policy uncertainty appears to reinforce partisan division.

Dynamic correlations of equity market and economic policy uncertainty in South America

This study examines the dynamic relationship between economic policy uncertainty (EPU) and equity markets in Brazil, Chile, and Argentina within the context of presidential elections and political episodes from 2010 to 2025. While the literature establishes a negative correlation between policy uncertainty and equity r...

Sustainable policy uncertainty: How trade wars, partisan politics, and policy volatility shape the U.S. green transition

This study examines the dynamic drivers of sustainable policy uncertainty in the United States from 2002 to 2025 using a time‐varying parameter vector autoregression (TVP‐VAR) framework. Sustainable Uncertainty is operationally defined as the ESG‐Based Sustainability Uncertainty Index, which captures news‐based uncer...

Dynamic Connectedness between Economic Policy Uncertainty and Macroeconomic Performance in Nigeria: Evidence from a TVP-VAR Approach

This study examines the time-varying interdependence and shock spillovers between Economic Policy Uncertainty (EPU) and key macroeconomic performance indicators in Nigeria. Specifically, it investigates the transmission of shocks among EPU, GDP growth, exchange rate, inflation, interest rate and unemployment using a Ti...

Trade policy uncertainty and risk spillovers in global currency markets

This paper examines how trade policy uncertainty (TPU) affects risk transmission in global foreign exchange markets. Using daily data for 20 major currencies from 2005 to 2025, we combine autoregressive exponential generalized autoregressive conditional heteroskedasticity with generalized error distribution...

Non-linear Dynamics of Economic Policy Uncertainty and Bank Stock Returns in India

The article investigates the dynamics of economic policy uncertainty and bank stock returns in India, a major emerging market economy. The analysis distinguishes between domestic and global sources of policy uncertainty and employs a non-linear Markov regime-switching model to capture regime-dependent behaviour in bank...

Does economic policy uncertainty affect public pension spending? Evidence from Japan

We study the impact of economic policy uncertainty (EPU) on public pension spending (PPS) in Japan from 1997 to 2024, employing the autoregressive distributed lag (ARDL) approach alongside kernel-based regularized least squares (KRLS), a machine learning method that does not require a predefined functional form. The...
