Sep 2026 · Economic scope · 0 citations

Abstract

In modern conditions, the importance of personnel as a key resource for ensuring enterprise efficiency and achieving organizational excellence is increasing. This determines the need to apply a competency-based approach to human resource management, which involves a systematic assessment of employees’ competence levels. At the same time, it is important to align approaches to competence assessment with modern quality management models, in particular the Excellence Model of the European Foundation for Quality Management (EFQM 2025).The purpose of the study is to develop a system of indicators and evaluation criteria for assessing employee competence within the enterprise human resource management system, taking into account the logic of the EFQM Excellence Model. The theoretical basis of the study includes scientific works of domestic and foreign scholars on human resource management and the competency-based approach, as well as analytical materials of EFQM. The research applies methods of theoretical generalization, analysis and synthesis, a systems approach, and a structural-logical method.A system of indicators and evaluation criteria for assessing employee competence is proposed, covering three groups of competencies: professional, behavioral, and interpersonal. The developed indicators are aligned with the EFQM 2025 criteria, which enables their integration into the enterprise excellence management system and contributes to increasing the objectivity of personnel evaluation. The proposed system can be practically applied by enterprises to assess employees, identify competency gaps, determine training and development needs, develop individual professional development plans, support personnel selection and promotion decisions, and improve HR management practices. The assessment results can also provide an analytical basis for monitoring personnel development and aligning employee competencies with the strategic objectives of the enterprise.Further research should focus on the practical testing of the proposed system, the development of a methodology for the quantitative assessment of employee competence, and the integration of assessment results into the strategic management system of the enterprise.
