Abstract

Generative artificial intelligence (GenAI) has moved rapidly from an experimental technology to a tool actively reshaping how managers gather information, evaluate options, and reach decisions across strategic, operational, and customer-facing business functions. This paper reviews the theoretical and empirical literature on GenAI's role in business decision-making, situating recent large language model (LLM)-based applications within the older organizational decision-making and bounded-rationality literature that predates generative AI by decades. The review synthesizes controlled productivity experiments, large-scale economic-potential estimates, organizational decision-structure theory, and the emerging literature on human-AI complementarity and its limits, including evidence that AI assistance can degrade performance when applied outside a model's effective capability frontier. Particular attention is given to the distinction between GenAI's demonstrated value in well-structured, information-synthesis-heavy decision tasks and its more contested role in tasks requiring novel judgment or accountability. Comparative tables summarize reported productivity effects, business function applications, and organizational barriers to adoption across the reviewed literature. Generative artificial intelligence (GenAI) has moved from experimental novelty to a central input in organizational decision-making, with McKinsey's Q1 2026 Global AI Survey finding that 65 percent of organizations now use generative AI in at least one business function, roughly double the adoption rate reported ten months earlier, and 72 percent report at least one AI workload in production. Despite this scale of adoption, the empirical record on business value remains sharply divided. This paper synthesizes recent academic and industry evidence, drawing on 24 sources published primarily between 2023 and 2026, to examine three interlocking questions: what theoretical frameworks currently explain GenAI's role in managerial and strategic decision-making, how enterprises are applying GenAI in practice across functional areas, and what structural challenges limit the translation of GenAI adoption into measurable business value. The paper synthesizes evidence from strategic management research on AI-assisted evaluation of business alternatives, organizational theory on GenAI's emerging roles in decision processes, and empirical field studies on ambiguity handling and sycophantic behavior in AI-generated business advice, alongside a widely cited 2025 MIT study finding that 95 percent of enterprise generative AI pilots fail to deliver measurable profit-and-loss impact. Findings indicate that GenAI functions most reliably as an augmentation tool that aggregates and structures diverse inputs for human judgment, rather than as an autonomous decision-maker, that single-model evaluations of strategic alternatives are frequently inconsistent and biased while aggregated multi-model evaluations approximate expert human judgment, and that the primary barrier to enterprise value is organizational and workflow integration rather than model capability. The paper concludes with a proposed decision-integration framework and implications for executives, AI governance functions, and researchers.

The Evolving Role of Artificial Intelligence in Decision-Making: A Comprehensive Analysis of Barriers and Challenges

Artificial Intelligence (AI) often suffers from a "science-to-service gap," where high-performing models fail to translate into effective real-world decision-making. This systematic literature review investigates this divide, identifying three critical barriers: inadequate technical reasoning, organizational resistance, and stringent regulatory compliance. To bridge this gap, we propose a holistic analytical framework anchored in three interconnected pillars: the human–AI relationship, predicated on mutual trust and complementarity; organizational preparedness, necessitating comprehensive cultural transformation and workforce reskilling; and ethical regulation, prioritizing process transparency and robust accountability. Our findings reveal that successful AI integration extends beyond technical optimization, requiring cross-disciplinary strategies such as participative design and collaborative human–AI audits. By synthesizing these dimensions, this study provides a strategic roadmap for enterprises to navigate systemic challenges, fostering a transition from theoretical AI potential to actionable, empowered, and human-centric decision-making systems in complex operational environments. Research indicates that proper application of MCDM techniques can relate AI outputs to real-life decision-making by structuring, enforcing transparency, and justifying AI-scoring results for use within an MCDA (Multi-Criteria Decision Analysis) framework, as demonstrated in complex use cases such as transportation planning.
