IMPROVING THE RELIABILITY AND QUALITY OF THE POWER SUPPLY USING ENERGY STORAGE SYSTEMS

Abstract

The article examines modern approaches to improving the reliability and quality of electricity supply in distribution electric networks through the use of energy storage systems in the context of the structural energy transition of the Republic of Kazakhstan. The current state of the Unified Energy System of Kazakhstan is analyzed, characterized by a high level of equipment wear, regional imbalance between generation and consumption, as well as a growing share of renewable energy sources. Based on the analysis of international and Russian experience, as well as data from the system operator JSC "KEGOC", it is shown that energy storage systems are a necessary tool for ensuring the stability of the power system. Special attention is paid to the pilot project on the implementation of BESS at a 100 MW wind power station in the Akmola region, as well as the largest project — the "Mirny" wind power plant with a capacity of 1 GW with a storage system of 300 MW / 600 MWh. The proposed economic mechanisms for return on investment are studied, including auctions for project selection, participation in the balancing market and price arbitrage. Problematic issues of regulatory and legal regulation that require solutions for the large-scale implementation of the technology in Kazakhstan are identified. The total volume of projects with energy storage systems being implemented in Kazakhstan is 1.6 GW. Strategic recommendations for the development of the energy storage industry are formulated, including the need to complete pilot projects, form a regulatory framework with reasonable technical requirements, create clear mechanisms for return on investment, and develop scientific and technical potential through the Center of Technical Competence for Energy Storage Systems at Nazarbayev University.
