The results show that although new technologies have improved tertiary institutions' operational effectiveness and academic service responsiveness, sustainability depends on coordinated infrastructure investment, AI governance frameworks, and institutional capacity building.

Abstract

The impact of emerging technologies on service delivery in Nigerian tertiary and higher education institutions from 2023 to 2026 is examined in this systematic literature review. The study synthesizes peer-reviewed research and reliable grey literature from academic databases and institutional reports, adhering to PRISMA procedures. According to the review, the key technologies revolutionizing educational delivery and institutional management are artificial intelligence (AI), learning management systems (LMS), data analytics, cloud computing, and mobile-first EdTech platforms. There is proof of quantifiable gains in student engagement, automated assessment, academic records management, personalized learning, and decision making effectiveness. However, the impact is still being moderated by funding limitations, broadband limitations, unequal digital literacy, ethical governance gaps, and infrastructure deficiencies. The results show that although new technologies have improved tertiary institutions' operational effectiveness and academic service responsiveness, sustainability depends on coordinated infrastructure investment, AI governance frameworks, and institutional capacity building. The study concludes that emerging technologies offer transformative potential for Nigerian higher education, yet systemic reforms are required to ensure equitable and scalable integration.
