THE ESSENCE AND CONTENT OF INTERREGIONAL TRANSPORT AND LOGISTICS COOPERATION IN THE CONDITIONS OF SPATIAL TRANSFORMATION OF THE ECONOMY

Abstract

The article deepens the theoretical principles of determining the essence, content and organizational and economic principles of the development of interregional transport and logistics cooperation in the conditions of spatial transformation of the economy, active digitalization and strengthening of European integration processes. It is substantiated that the placement of components of value chains in different regions leads to strengthened interregional interaction, optimized material and information flows, reduced logistics costs, and increased competitiveness of regional economic systems. The substantive difference between the concepts of transport logistics management and supply chain management is revealed, where the first acts as a functional component of the second. The author proposes an integrated interterritorial transport logistics system as a multi-sectoral territorial-production association that jointly creates value through a combination of supply, production, transportation, distribution, and sales processes, based on common organizational and management, information and communication, and marketing systems. The operational and functional content of this system is systematized, and a matrix of the dependence of the level of its integration on the complexity and added value of the created product is constructed. The role of multimodal transport and logistics centers as key integrators of flows that operate based on outsourcing (3PL, 4PL) and ensure high efficiency of interregional supply chains is analyzed. A retrospective of the stages of development of international and interregional integration is highlighted, and modern transformations in the transport and logistics sector in the conditions of geopolitical shifts and challenges of a full-scale war in Ukraine are also characterized. The key prerequisites for the development of cooperation are detailed (favorable geographical location, European integration vector, mutual investment, socio-cultural factors, and raw material orientation of exports), and the main infrastructure and institutional problems that hinder these processes are identified.
