Integrating Safety and Productivity in Live-Plant Modifications: A Case Study of Crude Oil Export Pump House Expansion in an Operating Facility

Abstract

This paper presents a practical case study on integrating safety management with productivity during the expansion of a crude oil export pump house while the facility remained live and operational. The objective is to demonstrate how critical construction and installation activities can be executed safely without compromising production continuity, asset integrity, or personnel safety in a hydrocarbon processing environment. The scope covers concurrent high-risk activities undertaken in an operating facility, including hot work, working-at-height, lifting operations, and civil modifications. The project adopted a structured, risk-based execution framework tailored for live-plant modifications. Task-specific risk assessments were conducted to identify hazards and verify controls prior to execution. Early and continuous contractor engagement aligned safety expectations, clarified work scopes, and reinforced permit-to-work and Simultaneous Operations (SIMOPS) requirements. Critical activities such as welding and grinding, beam and roof member installation at approximately 3 m in height, lifting and positioning of heavy equipment, and controlled breaking of concrete foundations were executed under competent supervision. Key controls included physical isolation of work areas, real-time gas testing, dedicated fire cover, certified lifting plans, and task-specific toolbox talks. Productivity was sustained through disciplined scheduling and proactive interface management between Production and Engineering teams. The integrated approach enabled completion of the pump house expansion without safety incidents, shutdowns, or hydrocarbon leaks. Following completion, the facility achieved an incremental crude oil export capacity of approximately 3.5 Kbopd. Project outcomes indicate that integrating safety controls into execution planning improved task efficiency and continuity, reduced work interruptions, and strengthened operational resilience. The lessons provide transferable value for operators and contractors executing brownfield expansions in live petroleum facilities.
