Abstract

This study analyzes the implementation of the street vendor zoning policy in creating order at Pasar Pusat Pasar, Medan City, and identifies factors affecting its implementation. A descriptive qualitative approach was applied using Merilee S. Grindle’s policy implementation framework, which comprises policy content and implementation context. Data were collected through interviews, observation, and documentation involving representatives of the Civil Service Police Unit, the Office of Cooperatives, SMEs, Industry and Trade, the Regional Public Market Company, street vendors, and the surrounding community. The findings show that the policy has not established sustainable order. Relocation sites and initial rent relief were provided, but vendors considered the locations less strategic and subsequent rental fees burdensome. Limited dissemination, conflicting interests, and low compliance encouraged vendors to return to prohibited zones to retain customers and income. Despite interagency coordination, enforcement, and monitoring, implementation remained suboptimal. A participatory approach, suitable relocation sites, continuous communication, consistent supervision, stronger coordination, and sustainable economic empowerment are therefore required.
