Abstract

Data management in the public sector conditions the formulation and implementation of state policies in the contemporary scenario, revealing how planned institutional asymmetries between federal entities affect the responsiveness of governmental administrations. The study analyzes how disparities in state capacities among federal entities condition the qualified use of data in the management of public policies in Brazil. It seeks to map the distribution of subnational institutional capabilities, examine cadastral interoperability arrangements, assess the impacts of bureaucratic heterogeneity on transparency and information protection norms, and identify planning strategies to mitigate regional asymmetries. Given this, the following research problem is formulated: How do asymmetries in state capacities among federal entities condition the qualified use of data in the management and implementation of public policies in Brazil? The methodology is based on systematic bibliographic and documentary research, articulating concepts from public administration and political economy. The results indicate that the scarcity of technology infrastructure and the lack of qualified personnel in municipalities compromise cadastral integration and passive transparency, transforming the digital transition into an institutional vulnerability factor. It is concluded that overcoming this scenario requires the strengthening of territorial planning mechanisms and the continuous capacity building of local bureaucracies.
