Abstract

The article provides a comprehensive theoretical, methodological, and applied study of the formation and functioning of the system of state management mechanisms for the development of innovative entrepreneurship under the conditions of the total digital transformation of society. The essential and substantive characteristics of innovative entrepreneurship as a leading driver of national economic modernization are investigated. It is determined that digitalization acts as a catalyst for transformational processes, radically changing the architecture of business models, market structures, and tools of state regulatory policy. Based on a systematic approach, the system of state management mechanisms is structured into key blocks: regulatory, financial-economic, organizational-managerial, and information-technological. Special attention is paid to the analysis of the current state and trends in the development of innovative entrepreneurship in Ukraine. The dynamics of key indicators of innovative activity of domestic enterprises during 2018-2025 are analyzed, including the share of enterprises implementing innovations, the volume of funding for research and development (R&D), and the level of digital maturity of the business environment. Key destructive factors and barriers hindering innovative activity in the national space under martial law and post-war recovery are identified. The advanced experience of the European Union countries is studied in detail, in particular the models of Germany (the industrial platform 'Industry 4.0'), Estonia (the concept of the digital state 'e-Estonia' and digitalization of public services), and Finland (the ecosystem approach and financing tools of the Business Finland agency). The best European practices regarding the development of a network of digital innovation hubs, stimulation of venture investment, and implementation of tax incentives for knowledge-intensive enterprises are highlighted. A conceptual model for the modernization of public administration is proposed, which involves the integration of European standards, the expansion of public-private partnership instruments, the digitalization of administrative services for business, and the creation of a favorable regulatory landscape (regulatory 'sandboxes'). It is substantiated that the implementation of the proposed recommendations will ensure increasing the competitiveness of the national economy, accelerating European integration processes, and sustainable technological development of society.
