Abstract

This article examines the leadership potential of a manager in the public administration system as a comprehensive characteristic of managerial competence that determines a manager's ability to ensure the strategic orientation, adaptability, and innovation of public institutions amid dynamic societal transformations. The essence of a leader's leadership potential is defined as an integrated set of professional, managerial, strategic, communicative, adaptive, and innovative competencies, personal qualities, and value orientations that ensure their ability to formulate a vision for development, mobilize human resources, make informed managerial decisions, and drive organizational change. It has been established that strategic leadership forms a long-term vision of the development of a public institution, ensures the determination of priorities and the coordination of management decisions with public needs; adaptive leadership ensures the ability of a manager to act effectively in conditions of uncertainty, crises, instability and rapid change in the external environment; innovative leadership orients management activities towards the search, creation, implementation and dissemination of new management approaches, technologies and organizational practices. It is substantiated that the combination of these forms of leadership creates a synergistic effect, in which the strategic vision is strengthened by the adaptive capacity, and adaptability by the innovative activity of the manager and the public institution. It is proved that it is the integration of strategic, adaptive and innovative components that ensures the formation of a holistic leadership potential of a manager. A structural model of the leadership potential of a manager in the public administration system is proposed, which involves an interconnected combination of strategic, adaptive and innovative components and is supplemented by communicative, professional, digital and emotional-intellectual competencies. It is determined that the development of such potential should be based on continuous professional improvement, development of strategic thinking, managerial flexibility, innovative culture, digital competencies and the ability to effective communication and team interaction. It is substantiated that the leadership potential formed on such principles is one of the key factors in increasing the management capacity of public institutions.
