Mandates without authority: Gender desk officers and the implementation gap in Ghana's decentralized governance
Abstract
Despite sustained global and national commitments to gender equality, women remain significantly underrepresented in local governance leadership across many Global South contexts. This persistent gap raises important questions about why formal policy frameworks fail to translate into meaningful changes in leadership outcomes. This study examines how and why gender equality policies are not effectively implemented within Ghana's decentralized local governance system, with particular attention to the role of gender desk officers. It asks how cultural norms and institutional arrangements interact to shape women's leadership participation, and how the positioning of gender desk officers influences policy implementation outcomes. The study adopts a qualitative research design based on semi‐structured interviews with female leaders, male leaders, and gender desk officers across metropolitan, municipal, and district assemblies in Ghana. The thematic analysis focuses on how gender equality policies are interpreted and operationalized within local governance structures. The findings show that barriers to women's leadership operate as interlocking cultural and institutional constraints. Although gender equality policies exist formally, their implementation is mediated through gender desk officers who lack formal authority, dedicated resources, and integration into core decision‐making processes. This results in a persistent implementation gap, where gender mainstreaming remains peripheral and leadership outcomes remain largely unchanged. The study suggests that improving gender equality outcomes in local governance requires moving beyond policy commitments towards institutional reform. Strengthening the formal authority, resourcing, and organizational positioning of gender desk officers is essential to enable effective policy implementation and to address structural barriers to women's leadership within decentralized governance systems.
