Strategi Pengelolaan Wakaf Uang Dalam Meningkatkan Sektor Pemberdayaan Produktif

Abstract

Cash waqf has strategic potential as an Islamic economic instrument for supporting community empowerment through the productive and sustainable development of funds. However, optimizing this potential continues to face various challenges, including public literacy, nazhir professionalism, governance, investment innovation, transparency, and risk management. This study aims to analyze the management of cash waqf in supporting the empowerment of productive sectors and to formulate optimization strategies based on the principles of Sharia economic law. This study employs a normative legal research method using statutory and conceptual approaches. The research data were obtained through a literature review of primary and secondary legal materials relevant to cash waqf, productive waqf, governance, and economic empowerment. The data were analyzed qualitatively using deductive reasoning. The findings indicate that the effectiveness of cash waqf is determined by the ability of nazhir to preserve the principal value of waqf assets, develop the funds through Sharia-compliant instruments, and distribute the returns to productive programs. Optimization strategies include strengthening nazhir capacity, digitalization, transparency, investment diversification, risk management, and institutional collaboration. The empowerment model is directed toward strengthening micro, small, and medium enterprises (MSMEs) and community-based businesses to sustainably increase income, self-reliance, and welfare.
