From Design Fit to Capability Fit: Reconsidering the Viability of Organizational Design

2026 · International journal of research and innovation in social science · 0 citations

Abstract

Organizational design research has developed sophisticated accounts of fit among strategy, environment, structure, information, knowledge, and related organizational conditions. A design that appears appropriate for its context may nevertheless prove difficult to operate when the capabilities it assumes are not sufficiently available. This article examines that capability correspondence problem through a structured integrative literature review. Eleven Scopus search formulations were executed, nine of which returned 948 raw records across organizational design, capability, human capital, fit, formal and informal organization, implementation, decentralization, and organizational change. Following deduplication, staged screening, detailed eligibility assessment, full text verification, and qualitative appraisal of study type and methodological transparency, 52 sources formed the analytical evidence set. The appraisal differentiated quantitative, qualitative, mixed, modeling, theoretical, and review evidence. Prior research establishes reciprocal relationships between design and capability, several forms of capability alignment, and divergence between formal arrangements and realized organizational functioning. Less integrated is the question of whether available organizational capabilities correspond with those required for a selected design to operate according to its intended logic. The article formalizes design required capability and develops capability fit as correspondence between required and available organizational capability across strength, scale, and organizational location. It distinguishes capability fit from implementation capability and explains how lower fit can increase reliance on escalation, informal expertise, retained central support, and other compensatory adaptations. The resulting Capability Fit Model extends organizational fit reasoning from design appropriateness toward design operability and proposes that effectiveness depends partly on whether organizations can provide the capabilities their intended arrangements require.
