Grounded in competency-based education theory and international best practices from defence establishments such as NATO, the U.S. defence Acquisition University, and the UK Ministry of Defence, the paper presents a comprehensive framework structured around three core pillars: financial acumen, ethical budgeting, and economic situational awareness. The framework emphasizes rank-sensitive learning outcomes and modular delivery formats that blend traditional instruction with digital learning and embedded assignments.
