Abstract

Digital technologies have been increasingly used in human resource management; this use generated greater interest in DDDM, particularly within NGOs with scarce resources and high accountability demands. The purpose of this study is to investigate the role of PMT (PMT) in enhancing DDDM (DDDM). It focuses more specifically on the role of data collection and analysis (DCA) as a mediating factor in NGOs in the Kurdistan region. This study develops a mediation model and tests it in practice, drawing on the theories of the resource-based view, information processing theory, and evidence-based management. A quantitative method using a questionnaire was designed and sent to NGO employees, including HR managers, HR supervisors, and administrative staff in the region. 391 responses were received. SPSS is used to conduct descriptive statistics, validity and reliability tests, regression analyses, and mediation analyses. The study used the PROSECC macro to test the mediation role. The results of the study state that PMT has a significant positive effect on DCA, and DCA positively enhances DDDM. Also, mediation analyses show that DCA partially mediates the relationship between PMT and DDDM; thus, the results tell us that analytical skills are important for managers to efficiently use technology inputs so as to make optimal decisions. The study adds to HR studies by providing empirical findings in the NGO setting, which has not been explored enough. The finding also highlights the importance of integrating PMT with a wide range of data analysis practices to enhance transparency, accountability, and strategic decision-making in NGOs.
