Abstract

The economy of Bayelsa State has historically been heavily reliant on oil earnings, which has hindered innovation, economic diversification, and the creation of alternative growth engines. The paths for transforming the state into a knowledge-based economy (KBE) are critically examined in this paper, with an emphasis on the interrelated functions of institutional capacity, strategic interventions, and policy execution. The study examines current policy frameworks, including those run by the government, educational institutions, and the private sector, and evaluates how well they support entrepreneurship, innovation, and the development of human capital. Even if there has been some progress, a number of issues still exist, including poor infrastructure, a slow acceptance of new technologies, ongoing brain drain, and governance limitations, all of which work against the development of a sustainable KBE. The study identifies several strategic avenues to close these gaps, such as curriculum reforms that are adapted to local and global knowledge needs, the creation of technology hubs and innovation incubation centers, and the encouragement of entrepreneurship ecosystems that foster creativity and competitiveness. According to the findings, a concerted and intentional strategy including government organizations, academic institutions, research centers, and business players is needed to advance a KBE in Bayelsa. Prioritizing digital transformation, policy consistency, and institutional changes can help Bayelsa State shift its focus away from oil dependence and toward sustainable development. Finally, by providing practical suggestions for decision-makers and development stakeholders dedicated to putting into practice successful KBE initiatives, the study adds to the conversation on regional economic transformation.
