Abstract

This study examined the relationship between the Professional Development Program (PDP) and organizational efficiency within the Bureau of Fire Protection (BFP) Management in Quezon City. The objective was to assess the effectiveness of PDP in enhancing personnel competencies and its impact on organizational performance, serving as the basis for a proposed intervention plan. Using a descriptive quantitative research design, data were collected through a validated survey questionnaire administered to 250 respondents, comprising District Fire Marshals, Sub-Station Commanders, and Firemen. Sampling techniques included purposive sampling for leadership positions and simple random sampling for frontline personnel. Results revealed that the PDP was highly evident overall (composite weighted mean = 4.25), with participant engagement and learning rated the highest (4.36). Significant differences were found among respondent groups across all dimensions of PDP (F-values ranging from 35.9091 to 283.0465, p < .05). Organizational efficiency was likewise rated highly efficient (composite weighted mean = 4.32). Correlation analysis demonstrated a strong positive relationship between PDP and organizational efficiency (R = .868, R² = .753–.754), with service delivery and participant engagement emerging as the strongest predictors. Challenges encountered were minimal (mean = 2.32), underscoring the program’s manageability and acceptance. The proposed intervention plan emphasizes continuous training, mentoring, and standardized procedures to strengthen leadership, decision-making, and operational readiness. Findings conclude that PDP significantly enhances organizational efficiency by improving workforce capability, resource utilization, and service delivery, thereby reinforcing the BFP’s mandate to protect lives and property.
