Abstract

The integration of environmental and sociological standards into local planning has become a key prerequisite for the sustainable development of settlements, especially under conditions of accelerated climate change and increasing pressure on the use of construction land as one of the most limited local resources. Local governments play a central role in managing spatial resources, as well as in implementing standards and practices that simultaneously protect the environment, improve quality of life, and strengthen community resilience and economic stability. This paper analyzes the mechanisms through which local governments can integrate environmental standards (climate adaptation, green infrastructure, risk management) and sociological standards (equitable access to services, health, safety, social cohesion, and community cooperation) into spatial planning and land-use regulation. Special emphasis is placed on instruments that support evidence-based decision-making and alignment with European sustainability policies. The aim of the paper is to demonstrate how an integrated approach enables municipalities to build strong, inclusive, and environmentally responsible settlements.
