Abstract
Frozen code, configurations, preregistration records, synthetic data, decision files, and analysis outputs supporting a sequential test of whether fitted distributional q transfers universally to robustness control in heavy-tailed state estimation. The experiments support q as a conditional tail-shape descriptor but do not support a universal descriptor-to-control mapping. Code is released under the MIT License; synthetic data, configuration files, figures, and documentation are released under CC BY 4.0.
