Abstract

In the context of the global agricultural economy's strong shift towards a data-driven and risk-resilient growth model, developing sustainable raw material areas is an urgent requirement for mountainous localities. This study analyzes the structural and governance factors affecting the effectiveness of developing endemic agricultural raw material areas in Cao Bang province during the period 2021–2025, as a basis for proposing a framework of solutions for the period 2026–2030. Applying Global Value Chain (GVC) theory combined with a mixed research methodology, the authors identify core bottlenecks hindering access to high-end value chains, including: (i) the lack of first-mile logistics infrastructure causing significant post-harvest losses; (ii) the fragmented capacity of farmers to absorb digital technology; (iii) information asymmetry; and (iv) vulnerability to extreme climate change. Based on the identification of empirical barriers, the study proposes an integrated management solution system focusing on: (1) Investing in mini cold storage infrastructure and pre-processing systems in growing areas to reduce physical losses; (2) Digitizing growing area codes and traceability using Blockchain technology; (3) Piloting an agricultural insurance mechanism based on weather indices to increase financial safety margins; and (4) Developing brands based on Geographical Indications (GI) combined with heritage ecotourism. The research results contribute a system governance framework to transform traditional mountainous agriculture into a transparent, adaptable, and multi-valued model, thereby enhancing the competitiveness of endemic agricultural products in the modern value chain.
