The Impact of Human Resource Development Practices on Procurement Efficiency: A Quantitative Case Study of a Utility Company in Malaysia

2026 · International journal of research and innovation in social science · 0 citations

Abstract

This study examines how human resource development (HRD) practices contribute to procurement efficiency within the Procurement Unit. HRD practices such as career development, training, and performance appraisal are widely regarded as mechanisms for improving employee skills and performance, enabling employees to adapt to evolving organizational demands. Grounded in Human Capital Theory, this research adopts a quantitative case study design centered on a single organization, using a cross-sectional survey of 122 employees drawn from the Company's Procurement Unit through stratified random sampling to ensure equitable representation across departments. The study used descriptive statistics, Pearson correlation, and multiple regression analysis to examine human resources development practices with procurement efficiency. The three practices were strongly inter-correlated. Together the training was the strongest predictor followed by career development. In contrast, performance appraisal, although significantly correlated with procurement efficiency on its own. These findings emphasize the value of systematic, needs-based training and transparent career-progression structures as levers for procurement performance, and suggest that the influence of performance appraisal is largely shared with, rather than independent of, these practices. The study contributes both theoretically, by testing the applicability of Human Capital Theory in a new utility-procurement context, and practically, by offering organizations, particularly large, sustainability-oriented utilities, evidence-based guidance on where to focus HRD investment to strengthen procurement outcomes and long-term operational resilience.
