Abstract

The article examines the current state, key challenges and prospects of the digital transformation of the Ukrainian economy in the unique conditions of martial law and European integration processes. The relevance of the topic is due to the fact that digital transformation is not only a factor in increasing the competitiveness of the national economy, but also a tool for ensuring its stability in conditions of military aggression, as well as an integral part of the process of Ukraine's integration into the European Union. In the theoretical aspect, scientific approaches to defining the digital economy are systematized, its key drivers and properties are identified, in particular, endogenous data generation and non-competitiveness of their use, which fundamentally distinguish the digital economy from the traditional one. It is substantiated that in modern scientific discourse there is no established definition of the digital economy, which complicates its quantitative assessment and comparative analysis. Four groups of challenges have been identified that hinder digital transformation: infrastructure and security (physical destruction of infrastructure, escalation of cyber threats, risks of digital sovereignty); social and human resources (digital skills deficit, IT brain drain, structural unemployment); institutional and regulatory (incomplete harmonization with the EU, policy fragmentation, lack of systematized data); organizational and financial (low digitalization of SMEs, limited financial resources, low investment activity in scientific research). Overcoming these challenges requires systemic coordination of all levels of government, the use of international technical assistance tools and constant monitoring of progress based on DESI indicators. The scientific novelty of the results obtained lies in the comprehensive analysis of the digital transformation of the Ukrainian economy under martial law using a detailed SWOT analysis and the construction of three development scenarios with quantitative forecast indicators, as well as the justification of strategic priorities for the forced scenario of the “digital leap”. The practical significance of the study is that the proposed approaches and recommendations can be used by state authorities to form an effective digital development policy under martial law and post-war recovery, by business – to determine digital adaptation strategies, and by the scientific community - as a basis for further research in the field of the digital economy.
