Abstract

The article provides a comprehensive legal study of the constitutional and legal foundations, fundamental principles, and institutional forms of interaction between civil society institutions and public authorities in Ukraine. Under the conditions of modern state-building and European integration transformations, the legal regulation of state-society cooperation acquires strategic importance for ensuring democratic governance, rule of law, and protection of human rights. The article analyzes the current regulatory framework governing the legal status of key civil society actors, including public associations, charitable organizations, trade unions, and political parties. Particular attention is paid to the institutionalization of direct democracy mechanisms, such as public consultations, civic expertise of executive authorities' activities, and public councils. The main forms of interaction between civil society actors and public authorities were classified into three key types – informational (passive), consultative-advisory, and partnership-based (active) – with a detailed breakdown of specific legal instruments at each level. Furthermore, the study highlights the impact of digital transformation on public administration, focusing on electronic petitions as a rapid, accessible, and secure tool of e-democracy. It is substantiated that electronic petitions have proven particularly effective during the legal regime of martial law in Ukraine, acting as an essential channel for articulating public interests and influencing defense and socio-humanitarian decision-making. The findings emphasize the need to further improve the constitutional and statutory mechanisms to eliminate legislative gaps, enhance public trust, and build a sustainable model of public-private partnership.
