Formation of an Efficient Municipal Land Management Model: Optimization of Instruments for Zoning, Transfer and Redistribution of Lands
Abstract
The proposals on improving the organizational and legal mechanism of land and resource potential management in agrarian-agglomerative municipal districts have been developed. Based on the regional law enforcement practices review, systemic shortcomings in urban zoning, changing the designated land use category, and redistribution of land plots have been identified, and a set of measures to minimize the aforementioned shortcomings has been proposed. Key proposals include: improvement of the algorithm for amending the master plans and regulations on land use and development to integrate the new provisions (such as a three-year moratorium on repeated amendments, assessment of the regulatory effect, and getting a Resolution of the resource-supplying organization); implementation of the differentiated payment scale for redistribution of privately or publicly owned land plots depending on the social status of an applicant and the purpose of the procedure (elimination of spatial deficiencies or legal registration of additional land area); enhancement of the municipal land management model architecture to include an inter-departmental Commission on changing the designated land use category that is integrated into the National Spatial Data System.
