Effect of Resource Planning on Performance of Rwanda Urban Development Project in Musanze District
Abstract
The general objective of the study was to evaluate the effect of resource planning on the performance of the Rwanda Urban Development Project in Musanze District. Descriptive and correlational research designs were adopted using quantitative and qualitative approaches. The target population consisted of 291 stakeholders involved in the Rwanda Urban Development Project in Musanze District, while Slovin’s formula was used to select 168 respondents through simple random sampling. Questionnaires and document analysis were used for data collection, and SPSS version 29 supported descriptive statistics, correlation and multiple regression analysis. A total of 153 questionnaires were filled and returned, representing a response rate of 91.1%. The model summary showed that financial, material, and human resource planning jointly explained 71.9% of the variation in project performance. Regression coefficients confirmed that financial resource planning had a positive and significant effect on project performance (B = 0.175, t = 3.125, p = 0.002), material resource planning had a positive and significant effect (B = 0.249, t = 4.788, p = 0.000), and human resource planning had the strongest positive and significant effect (B = 0.426, t = 6.871, p = 0.000). The study concluded that effective financial, material, and human resource planning significantly enhances the performance of the Rwanda Urban Development Project in Musanze District. Musanze District administration should institutionalise regular cost variance analysis, procurement scheduling, material audits, skills gap assessment and staff performance appraisal to strengthen project delivery
