Abstract

This study explores the challenges and policy gaps in the Nigerian Civil Service promotion system, focusing on the inefficiencies that undermine organizational effectiveness. The primary problem addressed is the disconnection between formal promotion policies and actual implementation, characterized by political interference, lack of transparency, bureaucratic delays, and insufficient integration of performance management. The aim of the study was to examine how these policy gaps contribute to low morale, poor productivity, and reduced service delivery within the Nigerian Civil Service. Theoretical frameworks adopted for this study include Herzberg’s Motivation Theory and Adams' Equity Theory, which helped analyze how promotion practices impact employee motivation and organizational outcomes. A mixed-method design was employed, using questionnaires, in-depth interviews, and documentary analysis to gather data from civil servants across various ministries. The study found that political interference, delayed promotions, and a lack of clear performance criteria contribute significantly to inefficiencies in the promotion system. Furthermore, performance appraisals were often not linked to promotion decisions, leading to dissatisfaction among employees. The findings also highlighted weak accountability structures and a lack of transparency in the promotion process. The study concludes that reforming the promotion system requires institutionalizing merit-based promotion frameworks, strengthening performance appraisal systems, and ensuring greater accountability and transparency in the process. The study recommends establishing transparent, merit-based promotion policies that incorporate clear performance metrics to enhance fairness, employee motivation, and organizational effectiveness.
