Governance-Aware Agentic Webhook Orchestration for Reliable Enterprise Event Delivery
Abstract
Webhook delivery is a routine integration path for enterprise applications, but in production it often behaves less like a callback and more like a distributed execution workflow. A duplicate payment notice, an out-of-order fraud signal, or a partner event replay can create business side effects that ordinary HTTP retry logic does not understand. GAWOF is a webhook control plane in which AI components suggest recovery options while a policy controller decides what may actually run. The design combines event state, contract checks, delivery scoring, constrained recovery planning, and audit records before allowing a retry, replay, reroute, quarantine, or escalation. Compared with the standard retry-queue baseline, GAWOF reached 99.1% delivery success, reduced duplicate rate from 6.8% to 0.7%, and reduced mean governed resolution time from 14.2 to 2.3 minutes.
