Abstract

Village-Owned Enterprises (BUMDes), known as Badan Usaha Milik Kampung (BUMKam) in Papua, play a strategic role in promoting village economic independence through the sustainable utilization of local resources. However, BUMKam Yabu Eruwok in Baburia Village, Keerom Regency, had not yet operated effectively despite possessing several supporting business assets. This condition was mainly caused by limited institutional capacity, inadequate managerial understanding of BUMKam governance, the absence of a structured business plan, and the lack of institutional supporting instruments. This community service program aimed to strengthen the institutional capacity of BUMKam Yabu Eruwok to improve its operational readiness. The program employed a Participatory Rural Appraisal (PRA) approach involving village government officials, BUMKam managers, and community representatives throughout all implementation stages. Data were collected through observation, interviews, and documentation, and analyzed using the Urgency, Seriousness, and Growth (USG) method to determine priority issues. The intervention consisted of institutional governance socialization based on Government Regulation Number 11 of 2021, assistance in developing a Business Model Canvas (BMC) for a refill drinking water business plan, strengthening institutional identity through logo design, institutional identity guidelines, organizational structure media, and program evaluation using pre-test and post-test instruments. The results indicated an improvement in participants' understanding of BUMKam governance and the availability of institutional supporting documents that enhanced the operational readiness of BUMKam Yabu Eruwok. The needs-based mentoring approach supported by USG analysis proved effective in producing targeted intervention programs and establishing a foundation for sustainable institutional and business development.
