TATA KELOLA KOLABORATIF BERBASIS BUMDES DALAM PENGELOLAAN SAMPAH DESA: STUDI KASUS TPS3R PANEMPAN
Abstract
This study aims to analyse the practice of BUMDes-based collaborative governance in village waste management through a case study of the TPS3R program in Panempan Village, Pamekasan Regency. This study employed a qualitative approach with a case study design. Data were collected through in-depth interviews with village government officials, BUMDes managers, TPS3R operators, local community representatives, community leaders, and service users, supported by institutional documentation. Data analysis followed Creswell’s approach, including data organisation, coding, theme development, and thematic interpretation. The study used the collaborative governance perspectives of Ansell and Gash (2008) and Emerson, Nabatchi, and Balogh (2012) as analytical frameworks. Research results indicate that the collaborative governance of the Panempan TPS3R (3R-based waste processing facility)underpinned by the Village-Owned Enterprise (BUMDes) model, was established through a combination of institutional capacity, the division of roles among stakeholders, and community support. These findings illustrate that public service management at the village level is determined not only by formal government structures but also by the capacity of local institutions to manage working relationships and perform service functions sustainably.
